匈牙利外交部長西雅爾多20日說,匈牙利國會已投票批準該國退出國際刑事法院。
The Hungarian National Assembly has voted in favor of the country's withdrawal from the International Criminal Court (ICC), Foreign Minister Peter Szijjarto announced on Tuesday.
西雅爾多當天在社交媒體上發(fā)布視頻說,相關動議以134票贊成、37票反對、7票棄權獲得通過。匈牙利政府將根據《國際刑事法院羅馬規(guī)約》規(guī)程,將該決定通知聯合國秘書長。
The motion passed with 134 votes in favor, 37 against, and seven abstentions. The government will formally notify the United Nations (UN) secretary-general of the outcome.
Hungary needs to send a note to the UN secretary-general to withdraw from the ICC because the Rome Statute, the treaty that established the ICC, designates the UN chief as the depositary for formal notifications of withdrawal.
西雅爾多表示,國際刑事法院出于政治動機的運作方式引發(fā)人們對該法院公正性和可信度的擔憂。匈牙利不能支持一個以政治偏見方式運作的機構。
Speaking in a video message posted on his official Facebook page, Szijjarto said the move was prompted by recent developments that have raised concerns over the court's impartiality and credibility.
設于荷蘭海牙的國際刑事法院是依據2002年7月生效的《國際刑事法院羅馬規(guī)約》設立的政府間組織,主要由西方國家推動和主導。
去年11月,國際刑事法院指控以色列總理內塔尼亞胡犯有戰(zhàn)爭罪并對其發(fā)出逮捕令。今年4月3日,在內塔尼亞胡到訪匈牙利當天,匈牙利宣布決定退出國際刑事法院。4月下旬,西雅爾多向國會提交法案,提議匈牙利正式退出國際刑事法院。
Hungary announced plans to withdraw from the ICC in early April during Israeli Prime Minister Benjamin Netanyahu's visit to the country. Netanyahu faces an ICC arrest warrant over alleged war crimes in Gaza.
In late April, Szijjarto presented a bill to the National Assembly proposing Hungary's formal withdrawal from the ICC. Hungary is the first European Union member state to take formal steps toward exiting the ICC.
