汕頭市存心慈善會前身為汕頭存心善堂，始創于清光緒25年（1899年），是潮汕地區一所知名民間慈善機構，于2009年9月在汕頭市民政局登記為社會組織團體，以開展多種形式的社會救助工作，協助政府發展公益慈善事業，充分發揮慈善會在構建和諧幸福汕頭中的助推作用為宗旨，是5A級公募慈善組織。

存心慈善會自成立以來，積極發揮社會組織團體作用，先后開展了扶貧濟困、助殘扶殘、救危扶傷、賑災恤難、抗疫防疫、志愿服務、資助寒門學子等系列活動。

【發展成就】

獲評全省“先進基層黨組織”

汕頭市存心慈善會自2012年成立黨支部以來，始終高舉黨建引領旗幟，以黨建促發展。一是抓好思想建設，提高自身素質，學習黨的路線、方針、政策，引領廣大慈善會黨員、會員聽黨話跟黨走。二是抓好作風建設，強化自律意識，嚴格遵守黨章黨規黨紀等規章制度。三是加強隊伍建設，發揮黨員的模范作用，制定黨支部的多項學習、工作制度，充分發揮黨的基層組織戰斗堡壘作用。四是抓好慈善載體，做好慈善事業，堅持以黨建促會建，黨建會建融合發展，關注社會弱勢群體，做好扶老、助殘、救孤、濟困、賑災、助學等慈善工作；組建民間救援隊伍，激發慈善活力；組織黨員參加汕頭市創文志愿服務隊，投身創文大行動。

2016年7月，汕頭市存心慈善會黨支部被廣東省委評為“先進基層黨組織”，2022年6月被汕頭市委評為“先進基層黨組織”。

存心慈善會積極創新慈善理念，探索整合優勢資源，先后設立養老院、庇護院、臨終關懷院、兒童教養院、殘疾人工療站、慈善診所、特教學校、文武學校等民辦慈善服務實體機構，服務社會不同的群體。2016年，存心慈善會與企業合作，設立存心愛心面包屋，每日向周邊困難群眾提供免費愛心面包，并在愛心面包屋的基礎上設立愛心冰柜，在酷暑時候為環衛工人等戶外高溫作業人員提供免費礦泉水和涼茶；在每月15號定點為困難群眾送上米、面、油等物資。疫情發生以來，存心慈善會開展了防疫物資發放活動，向汕頭戰斗在一線的抗疫單位、公共服務單位等單位提供醫用口罩、84消毒液、醫用酒精等防疫物資，同時發動義工配合當地設立防疫檢測點。

存心慈善會針對各種社會救助工作，開設“臨時、定期、應急”等救助項目，打造潮汕地區首個公益疾病救助平臺，打造“互聯網+公益”時代的慈善新模式。在本市區域內各區（縣）成立相應的慈善分支機構及慈善組，一方面方便各區（縣）會員的聯絡及活動，另一方面也方便各地困難群眾的求助工作。在潮汕各區域成立182支愛心義工隊，并在義工隊基礎上與互聯網APP平臺相結合開通“愛心驛站”，通過APP一鍵尋找身邊義工隊。

存心慈善會致力于應急救援公益事業，設立救援中心，建立一座人工巖墻消防逃生訓練樓供救援隊員訓練，配備水陸兩用車、大中小艇、水下聲吶、救生服、救生圈等救援裝備。積極參與社會重大自然災害的救援活動及災后重建活動，2018年汕頭“8.30”水災，汕頭潮陽潮南區受洪澇災害的影響，存心慈善會立即開展救援工作，會長蔡木通帶領存心救援隊員，投入100余艘舟艇進入災區進行救援，連續作戰10天，轉移受困人員兩千余人。2021年7月，河南鄭州等地發生持續性強降水天氣引發洪澇和次生災害，存心慈善會派出兩批救援隊伍前往河南災區進行救援，同時籌集愛心物資，分四批次向河南省各災區運送救援物資。

存心慈善會致力于消防公益事業，成立存心志愿消防隊，并與汕頭市公安消防局簽訂消防共建協議，設立微型消防站，志愿消防隊配備輕型消防車和消防摩托，多次參與撲救初期火災100余起，深入236個社區舉辦消防宣傳培訓1.2萬余次，接受消防宣傳群眾超過50萬人次，并在2019年按歷史原貌在汕頭市外馬路87號恢復存心水龍局，建設成一座潮汕消防史博物館和消防科普教育基地，讓公眾能進一步了解消防歷史、關注消防發展、學習消防知識。

【優秀案例】

民間力量參與養老服務

養老是重要的民生工作，關系到每個人、每個家庭。汕頭是一個老齡人口較多的城市，面對日益增長的機構養老需求，汕頭市存心慈善會注重對老年人群體的關心和幫扶，在經過前期對當地困境老年人群的調查了解后，及時對接當地政府，共同探索一條適合當地養老需求的道路，共謀集中供養的養老模式，不斷完善養老服務制度體系。

2020年6月30日，汕頭市存心慈善會與汕頭市濠江區民政局簽訂協議，共投入475萬元對原有“濠江養老福利中心”進行升級改造配套建設。目前院內共設置120個床位，每個房間都有熱水供應，安裝有空調，院內配置有活動室、醫務室等。養護院的主要服務對象為濠江區域內的孤寡、失能、失獨、獨居無監護人或監護人喪失監護能力的老人。當地通過提供免費的養老服務，實現區域內困境老人集中供養，解決社會困境老人的健康生活問題。

目前院內已收養28名老人，配有8名護工負責照顧入住老人。養護院與濠江人民醫院建立合作關系，由濠江人民醫院派出醫務愛心義診小組定期為院內老人檢查身體，為入住人員提供健康保障。節假日期間組織組織社區團體、志愿者、大學師生在院內開展有節日氛圍的活動，為院內長者送去節日的問候和溫暖。
