這個問題是黨員干部、公職人員經常會遇到的普遍性問題，由于涉及大家的具體利益，如果把握不準，很容易引發意見和誤解。

判斷是否違紀，最關鍵的是要厘清公和私的界限，區分不同的情況，具體問題具體分析。

This seemingly simple question has sparked widespread debate, highlighting broader concerns about professional conduct and the often blurred line between public duties and private life.

To determine whether such behavior constitutes a disciplinary violation, several factors must be considered.

有沒有以公謀私

首先要看有沒有以公謀私的情況。有的公職人員借出差為名趁機旅游的動機很明顯，采取打提前量或者延遲返回的辦法搭車自費旅游。比如，故意把公務行程安排在周五，以便周六、周日自費旅游。這種行為表面上看沒有影響公務而且沒有使用公款，實際上還是利用公務出差之便謀得自己旅游之私。如果有證據表明是以公謀私，且有意為之，則構成違紀。

A key consideration is whether public officials are using their position or public resources for personal benefit. Even if the trip to a tourist site is self-funded, officials may still face scrutiny if they are found to have manipulated their official itinerary to accommodate personal travel. Common tactics include scheduling work tasks on Fridays to justify staying through the weekend or postponing return trips to allow for sightseeing. In such cases, the concern isn't just about the use of public funds but about the abuse of official duties for personal gain.

有沒有因公損私

第二要看有沒有因私損公的情況。有的公職人員通過壓縮或者改變公務行程來達到旅游的目的，盡管是自費旅游，沒有花公家的錢，但是卻影響了公務活動的正常開展。這顯然構成違紀，也比較容易辨別。

Another important factor is whether public responsibilities are being compromised. If public officials alter, compress or reschedule their official duties to make room for leisure activities — even at their own expense — they may still be violating professional discipline. Authorities stress that any behavior that undermines the effectiveness or integrity of public service can trigger disciplinary actions, regardless of whether public funds are directly involved.

有沒有公報私費

第三要看有沒有公報私費的情況。有的公職人員雖然沒有報銷景區門票等游玩費用，但是卻報銷了旅游這段時間的伙食、住宿、出差補助等費用，這顯然也構成違紀。

Moreover, ethical lines can be crossed even when tourism expenses are paid out of pocket. When officials pay for tickets to tourist attractions themselves, disciplinary issues can arise if they seek reimbursement for meals, lodging or transportation during these leisure periods. This kind of indirect use of public resources for personal purposes is also considered a violation of disciplinary rules.

公務出差期間，在沒有影響正常公務的情況下，利用個人休息時間，經領導同意，自行前往、自費參觀一下當地的旅游景點，沒有產生什么不良影響，這種情況不應視作違紀行為。

公私容易混淆的部分最容易出現說不清、道不明的灰色地帶，而違紀往往是從公私不分開始的。面對公和私的考驗，任何時候都應該慎之又慎，保持清醒。
