以工代賑，是政府通過基礎設施建設賦能民生的一項重要政策。近年來，寶石鎮黨委聚焦解決群眾急難愁盼問題，積極爭取以工代賑項目，為群眾提供就業崗位，拓寬群眾就業渠道，促進增收，穩步提升群眾的獲得感、幸福感、安全感。

黨建引領聚合力，精準建設惠民生

寶石鎮2025年中央財政以工代賑寶合村小流域治理項目落地實施，共爭取以工代賑資金200萬元，已帶動務工群眾65人，以“工程建設+就業增收+長效管護”三位一體模式，書寫鄉村振興的生動實踐。

在寶合村河道護坡建設工程現場，村民們正有序開展碎石填筑、砌筑等作業。這些工人全部來自本村，涵蓋返鄉農民工、高校畢業生、退役軍人、脫貧人口等重點群體。項目啟動初期，寶合村依托“四議兩公開”工作法，通過黨員大會動員、村民代表大會協商，將政策紅利轉化為群眾參與熱情。為最大化發揮以工代賑政策效能，項目采用人工施工為主的模式，優先吸納本地勞動力，實現“工程建在家門口，崗位送到手邊上”。

資金效益最大化，就業增收看得見

“以前農閑時愁沒活干，現在一天能掙300元，已賺了5000多元，在家門口做事還是好，又方便又能夠照顧家里。這政策真是想到我們心坎里了！”村民張海文的感慨道出政策實效。

寶合村以工代賑項目嚴格落實政策要求，計劃發放勞務報酬60.39萬元，人均日收入達200-300元，同時增設1個公益性崗位負責后期維護，構建“建設-就業-管護”全周期民生鏈條。寶合村推行“黨支部+勞務合作社+村民”模式，由村級勞務合作社統籌施工，將分散勞動力整合為“集體作戰”力量，既確保工程質量，又實現“支部有作為、集體增收入、百姓得實惠”三方共贏。

小項目撬動大希望，政策紅利惠全民

夏日驕陽下的寶合村，新砌的護坡守護著河道安瀾，正在硬化的道路串聯起家家戶戶，建設者的歡聲笑語回蕩在田間地頭。這片土地正經歷蛻變——總投資200萬元的“以工代賑”項目，不僅讓1600米河道煥發新生、1480米村路舊貌換新，更讓村民通過參與建設，實現從“旁觀者”到“建設者”的身份轉變。用“看得見的手”將政策資源轉化為發展動能，生動詮釋了：當惠民工程與基層創新深度結合，“小工程”能撬動鄉村振興的“大希望”。

下一步，寶石鎮將以更有力的舉措深化以工代賑項目實效，在嚴把工程質量關、筑牢資金使用“陽光防線”的同時，著力培育本土化、專業化的施工隊伍，推動以工代賑從短期“輸血式”幫扶向長效“造血式”發展轉型，真正成為激活鄉村振興內生動力的“源頭活水”。
