雅魯藏布江下游水電工程開工儀式2025年7月19日在西藏自治區林芝市舉行。中共中央政治局常委、國務院總理李強出席開工儀式，并宣布工程正式開工。

Chinese Premier Li Qiang announced on July 19, 2025 the start of the construction of a hydropower project in the lower reaches of the Yarlung Zangbo River. Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the announcement while attending the groundbreaking ceremony of the project in Nyingchi City, southwest China's Xizang Autonomous Region.

雅魯藏布江下游水電工程（下稱“雅下水電工程”）位于西藏自治區林芝市。工程主要采取截彎取直、隧洞引水的開發方式，建設5座梯級電站，總投資約1.2萬億元。工程電力以外送消納為主，兼顧西藏本地自用需求。雅下水電工程體量大、周期長、影響遠，堪稱世紀工程。

雅魯藏布江是世界上海拔最高的河流，穿越地球上最長和最陡峭的峽谷，擁有亞洲最豐富的未開發水資源。雅下水電工程所處位置河段落差大，是全球罕見的“水能寶庫”。項目預計裝機規模約6000萬千瓦，每年可提供近3000億度的清潔、可再生、零碳電力，足以滿足逾3億人年度用電需求。項目建成后將有效減少對化石燃料依賴，對中國推進“雙碳”目標、應對全球氣候變化、助力世界低碳發展具有重要作用。通過這一工程，周邊地區太陽能和風能資源開發將得到顯著推動，從而形成多能互補的清潔能源格局，進一步提升能源利用效率。

雅下水電開發歷經數十年深入研究，充分考慮區域地質環境，開發方案已規避地質災害高風險區和流域重大地質災害鏈。建設過程中將持續開展地質災害監測和系統防控，不斷提升流域災害防治和應急處置能力。工程建成后可以有效減少江水對河谷的急速深切剝蝕，使河流地貌演化逐漸趨于緩慢、穩定，最終會減少地質災害的發生。此外，項目堅持生態優先原則，將按照中國行業最高標準，最大限度保留原始生態系統。通過開展生態補償、植被恢復等多項措施，項目將形成一套具有示范意義的生態修復方案，為未來的工程提供系統性參考。
