　　長沙晚報11月10日訊（全媒體記者 孫占鋒 通訊員 黃雷）岳麓為屏，湘江為帶，洲浮江心，三千年來城址和城名不變，長沙形成“山水洲城”獨特風貌，并成為一張閃亮的名片。記者11月10日從長沙市城市人居環境局獲悉，目前長沙已啟動“山水洲城”申報世界文化景觀遺產工作，標志著長沙這座歷史文化名城在文化遺產保護與傳承領域邁出極為重要的一步，旨在向全球展示長沙獨特而深厚的歷史文化與自然魅力。

　　一座擁有千年底蘊的山水洲城

　　世界遺產分為自然遺產、文化遺產、自然與文化復合遺產及文化景觀四大類。世界文化景觀遺產是指被聯合國教科文組織和世界遺產委員會確認的人類罕見的、無法替代的文化景觀，是全人類公認的具有突出意義和普遍價值的“自然和人類的共同作品”，是世界遺產中的一種類型。

　　長沙是國務院1982年公布的首批24個國家歷史文化名城之一，擁有豐富的歷史文化及自然生態資源，自楚漢以來就是湖湘地區的政治、經濟、文化中心，素有“楚漢名城”“瀟湘洙泗”的美稱。

　　長沙城內，岳麓山、湘江、橘子洲與城市相互映襯，渾然天成，形成“山水洲城”獨特風貌。岳麓山儒釋道文化交融，古跡眾多，黃興、蔡鍔等近代革命家墓廬坐落其間，文化底蘊厚重。湘江作為母親河，滔滔北去，賦予長沙“一江兩岸”的城市品格，是城市空間格局的重要元素。橘子洲橫臥江心，呈長島狀，是世界最大內陸洲，與岳麓山形成“一面青山一面城”的絕美景觀。

　　長沙的歷史文化源遠流長，可追溯至15萬年至20萬年前的原始人類活動，歷經各朝代發展，3000年來城址與城名始終如一。這里是楚文化的重要傳承地，出土的文物、文學作品、建筑等彰顯著楚文化的魅力；湖湘文化在此大興，岳麓書院便是見證，其經世致用、務實精神影響深遠；同時，長沙人杰地靈，是很多革命者的故鄉，眾多革命紀念地保存完整，承載著光輝的記憶。

　　彰顯湖湘文化，向世界展示長沙

　　世界文化和自然遺產是人類文明發展和自然演進的重要成果，也是促進不同文明交流互鑒的重要載體。保護好、傳承好、利用好這些寶貴財富，是我們的共同責任，是人類文明賡續和世界可持續發展的必然要求。

　　長沙啟動“山水洲城”申報世界文化景觀遺產，這是長沙深入學習貫徹落實習近平總書記關于加強文化和自然遺產保護傳承利用工作重要指示精神的重要舉措，也是更好守護星城大地文化瑰寶和自然珍寶的重要舉措。

　　“打造‘山水洲城’世界文化景觀遺產的交流名片，能不斷激發人們對這座城市的熱愛，喚起人們的文化自信，促進國際交流，為旅游賦能思想，讓文化擴容市場。”市城市人居環境局黨組書記、局長席超波介紹，長沙積極推動“山水洲城”申報世界文化景觀遺產，突出楚漢文明，彰顯湖湘文化，動員社會力量廣泛參與到“山水洲城”的價值傳播、保護管理，充分發揮長沙“歷史文化名城”的魅力，將歷史文化融入當代生活，使人們能夠理解感受長沙深厚的歷史文化，進一步提升長沙城市知名度、美譽度。

　　以申遺為契機，長沙將努力做到保護與發展有機結合，積極推動規劃編制、立法、考古、展示等各項工作，使城市文化遺產在新時代煥發新活力、綻放新光彩，更好滿足人民群眾的美好生活需求，歷久彌新、造福于民。

　　高規格高效率穩步推進申遺工作

　　提起世界遺產，很多人都不陌生。截至2024年8月，中國已有59項世界遺產列入《世界遺產名錄》，其中世界文化景觀遺產有6處，分別是江西廬山、山西五臺山、浙江杭州西湖文化景觀、云南紅河哈尼梯田、廣西花山巖畫、云南普洱景邁山古茶林文化景觀。

　　近年來，長沙市委、市政府高度重視，市委常委會專題學習習近平總書記關于加強文化和自然遺產保護傳承利用工作的重要指示精神，專題研究全市城鄉歷史文化保護傳承工作，并就“山水洲城”申報世界文化景觀遺產作出決策部署。

　　目前，長沙“山水洲城”申遺工作已全面啟動，市城市人居環境局已與相關部門溝通對接，研究下一階段重點工作任務。同時，還廣泛收集并研究了北京中軸線、杭州西湖文化景觀、青島老城、鼓浪嶼等國內成功申遺案例，充分汲取經驗，力求為長沙申遺工作提供有益借鑒。

　　席超波介紹，下一步長沙市將啟動“山水洲城”申報世界文化景觀遺產可行性研究工作，確保申遺工作有科學嚴謹的理論依據與規劃方案；推動《長沙市歷史文化名城保護條例》修訂工作，并制定相關政策法規，為申遺工作提供堅實的制度保障與法律支撐。

　　此外，長沙還將積極推進歷史城區提質改造、天心閣-西文廟坪和潮宗街歷史文化街區等省級歷史文化保護利用示范片區建設，以及歷史步道貫通提質等項目，全面改善城市文化景觀風貌，為申遺工作奠定堅實的物質與文化基礎，為城鄉歷史文化保護傳承工作創造更多長沙經驗。
