2025年5月21日，生態環境部等部門印發的《美麗河湖保護與建設行動方案（2025—2027年）》對外發布。行動方案提出，到2030年，美麗河湖建設取得明顯成效；到2035年，美麗河湖基本建成。

China has unveiled an action plan to protect and create beautiful rivers and lakes from 2025 to 2027 on May 21, 2025. The plan, jointly released by the Ministry of Ecology and Environment and other government organs, set the goals of achieving notable progress in creating beautiful rivers and lakes by 2030 and completing the initiative by 2035.

《美麗河湖保護與建設行動方案（2025—2027年）》是繼《水污染防治行動計劃》發布之后，我國對水生態環境保護作出的又一次全面戰略部署。

行動方案以改善水生態環境質量為重點，堅持精準治污、科學治污、依法治污，統籌水資源、水環境、水生態治理，推動重要流域構建上下游貫通一體的生態環境治理體系，大力推進美麗河湖保護與建設，提升河湖生態系統健康水平。根據要求，到2027年，我國美麗河湖建成率將達40%左右。

行動方案共明確19項措施：在鞏固深化水環境治理方面，提出提升入河排污口整治效能、加強工業園區水污染防治、強化生活污水收集處理、推進農業面源污染防治等6項措施；在加強基本生態用水保障方面，明確了著力保障河湖生態流量、落實生態流量泄放措施、強化生態流量監測信息共享3項措施；在積極推進水生態保護修復方面，提出推進水生生物保護恢復、實施湖庫富營養化綜合治理等6項措施；在全面推進保護與建設方面，提出加大支持力度、開展全民行動等4項措施。

據生態環境部介紹，美麗河湖一般應具備以下條件：水資源方面，具有穩定的補給水源，水體流動性較好，河湖生態用水得到有效保障，穩定實現“有河有水”；水生態方面，河湖水域及其緩沖帶生態環境功能得到維持或恢復，生物多樣性得到有效保護，有代表性的土著物種得到重現，穩定實現“有魚有草”；水環境方面，流域內各類污染物排放得到有效控制，河湖水質實現根本好轉或水質穩定達到優良，公眾的景觀、休閑等親水需求得到較好滿足，人民群眾反映的生態環境問題得到妥善解決，穩定實現“人水和諧”。
