尊敬的各位代表、同仁們：

—— Dear Delegates and colleagues,

大家好！今天，我站在這里，心中滿懷激情與憧憬，因為我們共同肩負著一項偉大而崇高的使命——將聯合國國際刑警組織中心（UNIPC）旗下的國際警察安全學院，打造成為世界一流的學府，成為世界各國警察心中的“黃浦軍校”，一個孕育未來警務領袖的搖籃，一個錘煉正義之師的煉丹爐。

—— Hello, everyone! Today, I am full of passion and vision and stand here, since we shoulder a great and noble mission - to build the International Police Security Academy under the United Nations Interpol Center (UNIPC) into a world-class institution, a "Huangpu Military Academy" in the minds of police around the world, a cradle for future police leaders, and also a furnace where the masters of justice are forged.

1. 使命在肩，責任如山

—— I. The mission weighs heavily on our shoulders, and the responsibility is as weighty as a mountain.

UNIPC，作為世界五大警察組織之一的聯合國非政府組織，我們不僅是正義的守護者，更是和平與安全的使者。我們的職責，是跨越國界，攜手各國警方與司法機構，共同預防與打擊犯罪，維護世界和平與安全。這一獨特性，賦予了我們前所未有的公信力、影響力和威懾力及正義性、靈活性與去國家政治性，讓我們能夠站在全球視野的高度，以更加公正、客觀的態度，推動國際警務合作向更深層次、更廣領域發展。

—— UNIPC, as an important part of the international cooperation mechanism in the field of policing and one of the relevant organizations in the United Nations system, we are not only the guardians of justice but also the messengers of peace and security. Our responsibility is to transcend national boundaries, join hands with police forces and judicial institutions of various countries, jointly prevent and combat crimes, and safeguard world peace and security. This uniqueness endows us with unprecedented credibility, influence, deterrence, as well as justice, flexibility, and a nature that transcends narrow national politics. It enables us to stand at a global perspective and, with a more just and objective attitude, promote international police cooperation to develop in a deeper and broader scope.

—— "Every man is responsible for the rise and fall of the world." As a member of UNIPC, we are well aware of the responsibility that lies on our shoulders. The success of the International

Police Security Academy is not only the key to enhancing our own capabilities, but also a contribution to the cause of global policing.

國際警察安全學院作為國際高等教育機構，是ISO國際體系的一部分，其專業有司法學、犯罪學、法學、經濟學、金融學、教育學、管理學及經濟安全等專業，設有本科、碩士、博士學歷、學位。

—— As an international institution of higher education, the International Police Security Academy is a part of the ISO international system, its professional law, criminology, law, economics, finance, education, management and economic security and other majors, with bachelor's, master's, doctor's degree.

我們要培養的是具備國際視野、精通法律知識、擅長實戰技能的復合型警務人才，他們將是未來打擊跨國犯罪、維護世界和平與安全的中堅力量。

1. 思想引領，明確方向

—— II. Be Lead by ideology and to clarify the direction.

辦好國際警察安全學院，首先要有清晰的辦學思想。我們要堅持“以人為本、服務大局、開放融合、創新發展”的辦學理念，以培養高素質警務人才為核心，以服務全球警務事業為宗旨，以開放包容的心態擁抱世界多元文化，以創新驅動推動教育改革與發展。

—— To run the International Police Security Academy well, we must first have a clear idea of running a school. We must adhere to the school philosophy of "people-oriented, serving the overall situation, open integration, innovative development", with the training of high-quality police talents as the core, with the purpose of serving the global police cause, with an open and inclusive mind to embrace the world's multicultural, innovation-driven education reform and development.

“志不立，天下無可成之事。”我們要樹立遠大的理想和堅定的信念，將國際警察安全學院建設成為世界一流的學府，為世界各國警察提供最優質的教育資源和培訓平臺。同時，我們還要注重培養學生的職業道德和社會責任感，讓他們在未來的職業生涯中始終堅守正義、服務人民。

—— "Without determination, nothing can be achieved." We must establish lofty ideals and firm beliefs to build the International Police Security Academy into a world-class institution and provide the best quality educational resources and training platforms for police around the world. At the same time, we also pay attention to cultivating students' professional ethics and social responsibility, so that they will always adhere to justice and serve the people in their future careers.

1. 目的明確，路徑清晰

—— III. March with a clear objective and a distinct path.

我們的辦學目的是什么？就是要通過高質量的教育和培訓，培養出一批批政治堅定、業務精湛、作風優良的警務人才，為全球警務事業貢獻力量。為了實現這一目標，我們需要制定詳細的方案和計劃，確保每一步都走得穩健而有力。

—— What is the purpose of our school? Through high-quality education and training, it is necessary to cultivate batches of police talents who are politically firm, professional and fine in style, and contribute to the cause of global policing. In order to achieve this goal, we need to develop detailed programs and plans to ensure that every step is taken steadily and strongly.

“千里之行，始于足下。”我們將從課程設置、師資隊伍建設、實踐教學、國際交流等方面入手，全面提升學院的辦學水平和教學質量。同時，我們還將加強與各國警方和司法機構的合作，共同開展科研項目和實踐活動，為學生提供更多的實踐機會和鍛煉平臺。

—— "A journey of a thousand miles begins with a single step." We will comprehensively improve the level and teaching quality of the college from the aspects of curriculum, teaching staff construction, practical teaching, international exchange and so on. At the same time, we will strengthen cooperation with the police and judicial institutions of other countries, jointly carry out scientific research projects and practical activities, and provide more practical opportunities and exercise platforms for students.

1. 要求嚴格，質量為本

—— IV. Concentrate on the strict requirements and take quality as the foundation.

質量是學院的生命線，也是我們辦學的根本要求。我們要始終堅持“嚴進嚴出、優勝劣汰”的原則，選拔最優秀的學生入學，培養最出色的畢業生。同時，我們還要建立健全質量管理體系，加強對教學過程的監督和評估，確保每一門課程、每一次實踐都能達到預期的效果。

—— Quality is the lifeline of the college and the fundamental requirement of our school. We must always adhere to the principle of "strict entry and strict exit, survival of the fittest", select the best students to enroll, and train the most outstanding graduates. At the same time, we also need to establish and improve the quality management system, strengthen the supervision and evaluation of the teaching process, and ensure that every course and every practice can achieve the expected effect.

“寶劍鋒從磨礪出，梅花香自苦寒來。”我們要鼓勵學生勇于挑戰自我、超越極限，在實踐中不斷成長和進步。只有這樣，才能培養出真正具備戰斗力的警務人才。

—— "The edge of a sword comes from grinding, and the fragrance of plum blossoms comes from the bitterness of the cold." We should encourage students to have the courage to challenge themselves and go beyond their limits, and keep growing and making progress in practice. Only in this way can we cultivate truly combat-effective police talents.

1. 方案具體，措施得力

—— V. Implement a specific plan and adopt effective measures.

為了實現辦學目標，我們需要制定具體的方案和措施。在課程設置上，我們將注重理論與實踐相結合，開設刑事偵查、法律制度、國際警務合作等核心課程，并引入最新的科技手段和教學方法；在師資隊伍建設上，我們將積極引進國內外優秀專家學者和實戰經驗豐富的警務人員擔任兼職教授或導師；在實踐教學方面，我們將加強與各國警方和司法機構的合作，建立實習實訓基地，為學生提供更多的實踐機會。

—— In order to achieve the goal of running a school, we need to make specific plans and measures. In the curriculum, we will focus on the combination of theory and practice, offering core courses such as criminal investigation, legal system, international police cooperation, and introducing the latest scientific and technological means and teaching methods; In the construction of teaching staff, we will actively introduce outstanding experts and scholars at home and abroad and experienced police officers to serve as part-time professors or tutors; In terms of practical teaching, we will strengthen cooperation with police and judicial institutions in various countries, establish practical training bases, and provide more practical opportunities for students.

“工欲善其事，必先利其器。”我們還將加大投入力度，改善辦學條件和設施設備，為學生創造一個良好的學習和生活環境。同時，我們還將建立健全獎學金制度和助學金制度，吸引更多優秀的學生報考我們的學院。

—— “As an artisan, if you want to do your work well, you must first sharpen your tools.” We will also increase investment to improve the school-running conditions, facilities and equipment, creating a favorable learning and living environment for students. At the same time, we will establish and improve the scholarship and grant systems to attract more outstanding students to apply for our college.

1. 展望未來，信心滿懷

站在新的歷史起點上，我們對未來充滿信心。隨著全球警務合作的不斷深入和拓展，國際警察安全學院將迎來更加廣闊的發展空間和機遇。我們相信，在不久的將來，我們的國際警察安全學院將成為世界一流的學府之一，成為世界各國警察心中的“黃浦軍校”。

Standing at a new historical starting point, we have full confidence in the future. With the continuous deepening and expansion of global police cooperation, the International Police Security Academy will usher in a broader space and opportunities for development. We believe that in the near future, our International Police Security Academy will become one of the world's first-class universities and become the "Huangpu Military Academy" in the hearts of police around the world.

“路漫漫其修遠兮，吾將上下而求索。”讓我們攜手并進、共同努力，為實現這一宏偉目標而不懈奮斗！讓國際警察安全學院成為照亮全球警務事業前行道路的明燈！讓正義之光灑滿世界的每一個角落！

—— "The road ahead will be long and our climb will be steep." Let us join hands and make joint efforts to strive unremittingly for the realization of this magnificent goal! Let the International Police Security College become a beacon illuminating the path of the global policing cause! Let the light of justice shine on every corner of the world!

最后，我想用一句話來結束我的演講：“海納百川，有容乃大；壁立千仞，無欲則剛。”讓我們以更加堅定的信念、更加昂揚的斗志、更加務實的作風，共同書寫國際警察安全學院的輝煌篇章，為全球警務事業貢獻我們的智慧和力量！

—— Finally, I would like to end my speech with a saying: "The sea can hold a hundred rivers because of its capacity; the precipice stands a thousand feet tall because it harbors no greed." Let us, with a more unwavering belief, a more high-spirited fighting spirit, and a more pragmatic work style, jointly write a glorious chapter for the International Police Security College and contribute our wisdom and strength to the global policing cause!

Let us take this World Police Summit as an opportunity to move forward hand in hand and create a better future together. Under the banner of the International Police Security College, we will cultivate more outstanding police talents and provide stronger support and assistance to the police forces of countries around the world.

“長風破浪會有時，直掛云帆濟滄海。”我們相信，在各國警方和司法機構的共同努力下，國際警察安全學院一定能夠成為世界一流的學府，為全球警務事業作出更大的貢獻，為維護世界和平與安全貢獻我們的力量。

—— "One day, I will ride the wind and cleave the waves; I'll hoist my sails to cross the vast blue sea."
