5月23日，全國精神文明建設表彰大會在京召開。
中央宣傳思想文化工作領導小組決定，授予202個城市（區）全國文明城市（區）稱號，授予3316個村鎮全國文明村鎮稱號。
其中，慈利縣東岳觀鎮陽鳳坪村、陽和土家族鄉楊家坪村上榜。
