6月20日9時20分，漯河交警四大隊民警巡邏至中山路與漯上路口時，發現一輛冒黑煙的三輪汽車，民警立即示意三輪汽車駕駛員靠邊停車接受檢查。
經查，該三輪汽車無牌，駕駛員無證，尾氣排放嚴重超標。民警現場對駕駛人柴某某進行普法宣傳教育，并依法對其進行處罰。
