三、工作背景

Ⅲ.Background

為全面落實省市關于合肥濱湖科學城實體化改革的工作部署,積極培育全省新動力源和增長極,全面支撐全省打造具有重要影響力的科技創新策源地,推動合肥東向發展,融入長三角一體化發展格局,啟動合肥濱湖科學城巢湖半島區域規劃及核心區城市設計(以下簡稱“半島規劃”)工作,制定具有世界級、國際化、科技范、生態型特色的規劃方案,站在安徽省乃至更大范圍視野,科學規劃未來10年、25年的發展愿景,深化近中遠期發展重大任務,指導巢湖半島區域高水平建設和高質量發展。

To fully implement the provincial and municipal directives on the substantive reform of Hefei Binhu Science City, this initiative aims to cultivate a new engine of growth and a dynamic innovation hub for Anhui Province. It seeks tosupport the province in building a significantlyinfluential source of scientific and technological innovation, promote Hefei's eastward development, and advance integration into the Yangtze River Deltaregion.Against this backdrop, the “Peninsula Planning” project—covering the regional planning of the Chaohu Peninsula and the urban design of its core area—has been officially launched. Thegoalis to formulate a world-class, international, technology-oriented, and ecologically sustainableplanning scheme. With a forward-looking perspective that considers both Anhui Province and broader regional development, the project aims to scientifically chart a vision for the next 10 and 25 years,deepening the major tasks for theshort-, medium-, and long-term development, and guiding the high-level construction and high-quality development of the Chaohu Peninsula.

四、招標內容與范圍

IV. The Content and Scope ofthe Tender

(一)半島區域規劃(含環巢湖周邊戰略研究)

Section I: Regional Planningof the Peninsula (Including Strategic Research on the Chaohu Lake Surroundings)

堅持整體謀劃和重點突破有機結合,一體化推進環湖整體發展與半島區域規劃建設。重點開展半島區域規劃,聚焦巢湖半島區域約700平方公里范圍。同步開展環巢湖周邊戰略研究,著眼環巢湖周邊2650平方公里范圍(含巢湖水域面積784平方公里)。

This project aimsto promote the integrated development of the Chaohu Lakeregionand the Chaohu Peninsulathrough a coordinated approach that combinesholisticplanning withtargetedbreakthroughs.. Thecore focus is on the regional planning of theChaohu Peninsula, covering approximately 700 square kilometers. Meanwhile, strategic research will be conducted onthe broaderChaohu Lake area,encompassing around2,650 square kilometers (including the 784-squarekilometers oflakesurface).

1.環巢湖周邊戰略研究

(I) Strategic Research on the Chaohu Lake Surroundings

站在提升合肥城市能級、服務全省大局的視角,研究環巢湖綜合保護與綠色發展戰略,開展科技創新協同、新質生產力空間布局、綜合交通體系構建、生態環境保護、環湖風貌塑造等方面的統籌協調路徑。

From the perspective of elevating Hefei's urban capacity and serving the overall developmentstrategy,this study will explorecomprehensive protection and green development strategiesfor the Chaohu Lakeregion.It will propose coordinated approaches across several dimensions, including: collaborative innovation in science and technology, spatial distribution of new-quality productive forces, construction of an integrated transportation system, ecologicalandenvironmental protection, and the shaping of the lakeside landscape.

2.半島區域規劃

(II) Regional Planningof thePeninsula

聚焦打造科技創新策源地背景下的關鍵地區謀劃、科技創新全鏈條塑造背景下的未來產業先導區布局、大湖生態本底特色基礎上的理想城市空間格局、世界級科技創新地標愿景下的人才高地建設策略等若干關鍵議題,進行總體戰略與空間格局謀劃,打造安徽高質量發展新引擎、長三角科產城人融合發展新標桿、新質生產力發展新高地、國際科技交流合作新樞紐。

This part focusesonseveralkey issues such as the strategic planning of pivotal regions in the context of building a hub for technological innovation, thespatiallayout of future industrial pilot zonesaligned witha comprehensive innovation chain,envisioning anideal urban spatial structure based on the ecological characteristics ofthelakeregion, andformulatingastrategy for constructing a talent hubthat support the creation ofworld-class technological innovation landmarks.An overarching development strategy and spatial framework will be proposedto create a new engine for high-quality development in Anhui,to seta benchmark for integrated development of science, industries,cities, and people in the Yangtze River Delta,and to fostera new highgroundfor the development of new-quality productive forces, andto builda new hub for international scientific and technological exchange and cooperation.

3.專題研究

(III)monographic studies

為支撐半島區域規劃,開展《科技創新與產業空間布局統籌研究》《綜合交通體系研究》《綠色轉型發展示范區研究》三個專題研究。

To support the planning of the Peninsula region, three specialized studies will be conducted:"CoordinatedStudy on TechnologicalInnovation and Industrial Spatial Layout","Comprehensive Transportation System Study",and "Green Development Demonstration Zone Study".These studies aim to provide a scientific basis for the sustainable and integrated development of the region, focusing on innovation-driven growth, efficient transportation networks, and environmentally friendly urbanization.

(二)核心區城市設計

Section II: Urban Design of the Core Area

1.總體設計策略。

(I) Overall Design Strategy

結合半島區域規劃研究選定4個組團,總面積約60平方公里,開展核心區城市設計,深化細化核心區道路交通與公共空間骨架、空間功能布局和空間形態設計。學習借鑒曼哈頓、芝加哥、圣地亞哥等地城市設計理念,從發展定位、區域結構、功能布局、生態環境、公共空間、城市景觀、重要公建、建筑形態、開發強度、交通系統及地下空間等各方面進行系統考慮,對核心區進行一體化的城市空間設計。在傳統城市設計工作基礎上,與交通、科創、產業專業團隊互動,形成技術綜合、研究深入、務實細致的設計藍圖。

Based onthe findings from the Peninsula regional planning study, urban design of the core area will focus on four selected clusters with a total area of approximately 60 square kilometers. This design will refine the core area's road network,public space framework, spatial function layout, and spatial form design. Drawingonurban design concepts fromcities such asManhattan, Chicago, and San Diego, the strategy will systematicallyaddressvarious aspects such as development positioning, regional structure, functional layout, ecological environment, public space,cityscape, key publicfacilities, architectural forms, development intensity, transportation systems, and underground spaces. The integrated spatial design of the core area will be developed through close collaboration with experts in transportation, technological innovation, and industrial planning, ensuring a technically robust and pragmatic design blueprint that builds on traditional urban design approaches.

2.設計管控導則。

(II) Design Control Guidelines

彰顯地域特色,延續地域空間肌理,營造嵌山擁湖、綠蔭環繞、安靜平和的科創環境,制定合理管控和有序引導開發建設的措施。制定核心區設計管控導則,科學合理確定不同分區的開發強度、建筑高度、開發容量,制定區域、路徑、界面、節點和地標的布局要求。

To highlight regional characteristics andpreservethe local spatial texture, the design control guidelines for the core area aim to create a tranquil, green, and innovation-oriented environmentthat embracemountains and lakes. These guidelines will establishrationaland orderlycontrolmeasures to guide development and construction,including clearly defined standards for development intensity, building height, and development capacity for different zones,as well aslayout requirements fordistricts, pathways, interfaces, nodes, and landmarks.

3.重點地區設計指引。

(III) Design Guidelines for Key Areas

識別重要地區,提出重要地標建筑創意,打造臨湖最美天際線,塑造一流城市形象。形成重點地區設計指引,為核心區開發強度、地標形象、空間肌理、視線廊道和天際線等規劃建設提供支撐。

The design guidelines for key areas aim to identify significantlocationswithin the core area and propose creative concepts for landmark buildings, crafting the most beautiful skyline along the lake and shaping a first-class urban image. These guidelines will provide support for the planning and construction ofthe core areaindevelopment intensity, landmark imagery, spatial fabric, visual corridors, and the skyline.

五、競賽規則

V.CompetitionRules

1.第一階段:入圍遴選階段

Stage 1. Pre-qualification

申請單位按要求提交資格預審申請文件,由主辦單位組建資格預審委員會,對申請單位提交的資格預審申請文件進行評審,擇優評選出8家入圍投標團隊(含聯合體,下同;以下簡稱“投標團隊”)。資格預審結果經主辦單位確認后在相關平臺對外公布。

Applicantsmustsubmit the pre-qualification application documents as required. A Pre-qualification Review Committee will be established by the Host to evaluate these documents.Eightshortlisted consulting teams (including consortia, referred to as "Consulting Teams") will be selected for the next stage. The pre-qualification result will be confirmed by the Hostand publicly announcedon relevant platforms.

2.第二階段:咨詢設計階段

Stage 2. Design Consulting

(1)8家咨詢團隊開展方案編制,并按時提交正式的成果文件,每家咨詢團隊限報1個方案,咨詢團隊以外的單位報送的方案將不予受理。咨詢設計期間將組織啟動會、技術交底會、調研和中期交流匯報會(具體以實際工作安排為準)。

(1) Theeightconsulting teams willdevelopand submitformal proposaldeliverables within the specified timeline. Each team may submit only one proposal. Submissions from organizations other than theshortlistedconsulting teams will not be accepted. During this stage, a kick-off meeting, technical briefing, site visit, and interim presentation will be organized (subject to the actual schedule).

(2)由主辦單位組建方案評審委員會,對咨詢團隊提交的方案進行評審,并根據評選規則評選出三個優勝獎。

(2) A Scheme Review Committee will be set up by the Hosttoevaluate the deliverables submitted by the consulting teams. Three winning teams will be awarded according to evaluation rules.

六、競賽獎金及后續深化工作

Ⅵ.Awardsand Follow-up Work

咨詢團隊在提交符合《技術文件》要求的成果文件,并通過專家評審,且提交經主辦單位確認的修改完善成果后,可獲得由承辦單位支付的相關費用,具體如下:

After submitting the deliverables that meet the requirements of the Technical Document, passing the expert evaluation, andproviding revised proposals asconfirmed by the Host, the consulting teamswillbe elligble for compensationpaid by theOrganizer as follows:

(1)咨詢費用:入圍咨詢團隊將分別獲得咨詢費用100萬元/家(人民幣,含稅,下同);

(1) Consulting fees: Each shortlisted consulting team will receive a consulting fee of CNY1million (including tax; same below).

(2)優勝獎金:各優勝方案單位將額外獲得獎金100萬元/家。

(2) Winning bonus: each winning team will receive an additional bonus of CNY 1 million.

注:咨詢方案經評審委員會評定為無效方案的咨詢團隊,將不能獲得國際咨詢相關費用。

Note: Consulting teams whose proposals are deemed invalid by the Scheme Review Committee will not be eligible foranyfees related to the International Consultation.
