日前，上海警方通報了一起上?；ヂ摼W企業高管收受商業賄賂的案件，抓獲受賄、行賄犯罪嫌疑人七名，涉案金額達4000余萬元。

Shanghai police have uncovered a major commercial bribery case involving a former senior executive at Ele.me, a major Chinese food delivery platform. Seven suspects — including both bribe-takers and bribe-givers — have been detained in a case involving more than 40 million yuan.

上觀新聞報道，警方通報中提到的“上海某互聯網企業副總裁韓某”，即為餓了么物流前主管韓鎏，其在今年6月被餓了么方面通報涉嫌職務犯罪后，被移送公安機關。

The executive in question is Han Liu, a former vice president in charge of logistics at Ele.me. In June, Ele.me reported Han to authorities for suspected job-related crimes. He was later turned over to law enforcement.

根據警方通報的信息，今年5月，上海某互聯網企業通過自查發現，公司前副總裁韓某等人在任職期間，存在利用職權為供應商獲取優質配送區域提供幫助并收受賄賂的情況，遂通過“藍鯨”護企工作站向警方報案。接報后，市局經偵總隊迅速根據企業報案材料開展核查走訪，研判認為韓某等人的行為已涉嫌經濟犯罪，隨即開展立案偵查。

經查，2023年7月以來，韓某等三人相互勾結，利用手中管理物流配送業務和確定供應商準入、清退、考評、補貼發放等職權，幫助多家供應商獲取了數十座大中城市的物流配送業務資格，并借此大肆收取供應商劉某等4人的行賄款，甚至要求供應商根據利潤情況按比例分成。在不到2年的時間內，韓某等三名犯罪嫌疑人30余次收受供應商行賄款物達4000余萬元。

Investigators found that since July 2023, Han and two associates had exploited their control over logistics operations to help certain suppliers secure delivery rights in dozens of major Chinese cities. In return, they accepted bribes from at least four suppliers and, in some cases, demanded a share of profits. Over less than two years, they received bribes more than 30 times, totaling over 40 million yuan.

在調查的過程中警方發現，向韓某行賄或被其索賄的供應商中，有的曾因考核不達標，希望通過行賄保留供應商資格；有的則是為了改善經營狀況而行賄，希望獲取更多關照。面對供應商的不同需求，韓某等人還會利用手中職權，將相關業務資源向行賄者進行傾斜，為供應商提供更多超出平臺運營規則的生意便利，進而方便三人進一步大肆斂財。警方還發現，韓某等人收受賄賂的手法極為隱蔽。他們在頻繁接受供應商宴請的過程中，大肆收取巨額財物。為掩人耳目，三人還將贓款贓物分散存放于多處租住房屋內。

Some suppliers paid bribes to retain contracts despite poor performance; others sought preferential treatment. In response, Han and his co-conspirators allegedly manipulated platform policies to benefit those who paid.

Police said the scheme was highly covert. The trio often accepted cash and gifts during lavish dinners and hid the proceeds in multiple rented apartments.

在掌握確鑿證據后，今年6月，上海警方開展波次收網行動，在浙江警方的配合下，先后抓獲韓某等3人以及向其行賄的劉某等4名供應商負責人。目前，上述7名犯罪嫌疑人分別因涉嫌非國家工作人員受賄罪、對非國家工作人員行賄罪被警方依法采取刑事強制措施，案件在進一步偵辦中。

In June, armed with solid evidence, Shanghai police launched a coordinated operation, arresting Han, his two associates, and four suppliers' executives. The case remains under investigation.
