1940年后蘇聯空軍援華人員陸續撤走，中國國民黨空軍在數量上處于絕對劣勢，飛機更為缺乏，日本完全控制了中國的制空權。1940年5月20日蔣介石召見國民黨空軍顧問陳納德希望他設法搞到盡可能多的作戰物資，陳納德幾經周折最終得到一百架戰斗機。1941年4月14日羅斯福又簽署命令準許預備役軍官和退出陸軍和海軍航空隊的士兵參加赴華的美國志愿航空隊。
