那時候，狂風卷起沙墻遮蔽藍天，牛羊在退化的草場上覓食艱難，生活在城市的人們“談沙色變”

　　去年錫林郭勒盟完成治理面積378.55萬畝，為自治區(qū)下達任務的106.9%，超額完成目標，今年又定下治理566萬畝的目標，目前正在推進

　　夏天的風掠過渾善達克沙地，春季播撒的草種在沙粒間悄然萌發(fā)。這片曾因風沙肆虐而被稱為“京津風沙源”的土地，如今正經(jīng)歷一場綠色重生。

　　中國四大沙地之一的渾善達克沙地，蒙古語意為“黃色野馬”，距北京直線距離180公里。它橫亙在遼闊草原上，綿延300多公里，威脅著草原生態(tài)平衡、首都生態(tài)安全。為馴服這匹狂躁的“野馬”，2023年，渾善達克沙地殲滅戰(zhàn)全面打響。

　　初夏，《瞭望》新聞周刊記者一行走進占渾善達克沙地面積83%的錫林郭勒盟，感受這片土地上火熱推進的生態(tài)保衛(wèi)戰(zhàn)。

　　綠意漸染荒蕪沙地

　　渾善達克沙地腹地，一場人類與風沙的較量正酣。空中，兩臺無人機忙碌穿梭運送黃柳枝苗，數(shù)十名治沙人俯身彎腰，在滾燙的沙地上栽植黃柳再生沙障，手臂起落間，一片片4米見方的沙障如同金色棋盤在沙地上迅速鋪展，穩(wěn)穩(wěn)鎖住流動的沙丘。不遠處，去年播種的沙生植物開始返青，曾經(jīng)肆虐的風沙正在被這股新生的綠意“馴服”。

　　受氣候變化和人為因素影響，渾善達克沙地生態(tài)曾急劇惡化，源于這里的沙塵暴一度威脅華北地區(qū)。特別是2000年春，沙塵暴10多次襲擾京津等地。那時，狂風卷起沙墻遮蔽藍天，牛羊在退化的草場上覓食艱難，生活在城市的人們“談沙色變”。

　　面對日益嚴重的生態(tài)惡化局面，2000年，國家在渾善達克沙地率先啟動京津風沙源治理等一系列生態(tài)治理工程。過去20多年間，渾善達克沙地容易防治的沙化土地已基本得到有效治理，只剩下最難治理的部分。2023年8月，“科爾沁、渾善達克兩大沙地殲滅戰(zhàn)”被確定為“三北”工程三大標志性戰(zhàn)役之一，人們集中力量向沙地最難啃的“硬骨頭”挺進。

　　據(jù)了解，渾善達克沙地殲滅戰(zhàn)將實施沙地西部風沙路徑阻隔等10個重點生態(tài)項目，到2030年新增完成沙化土地綜合治理3600萬畝，可治理沙化土地治理率超過75%。

　　“渾善達克沙地現(xiàn)在剩余的流動、半固定沙地主要分布在自然條件較差的區(qū)域，恢復治理難度大，我們本著能快則快的原則，全力往前趕進度。”錫林郭勒盟林草局局長烏日根巴雅爾說，去年當?shù)赝瓿芍卫砻娣e378.55萬畝，為自治區(qū)下達任務的106.9%，超額完成目標，今年又定下治理566萬畝的目標，目前正在推進。

　　數(shù)據(jù)背后，是錫林郭勒盟這個以遼闊草原聞名于世的地方保護草原生態(tài)的決心。在這里，治沙地與護草原兩件事聯(lián)系緊密、內在一體。打贏渾善達克沙地殲滅戰(zhàn)，錫林郭勒草原才能更加美麗。

　　截至目前，渾善達克沙地殲滅戰(zhàn)打響僅兩年，牧民們已感受到生態(tài)環(huán)境的改善。在渾善達克沙地西緣，蘇尼特右旗阿其圖烏拉蘇木牧民畢力格圖指著門前通向旗政府所在地的水泥路說：“以前每到春天，這條路有一半被大風刮起的沙子掩埋，今年沒有。”

　　在正藍旗扎格斯臺蘇木，牧民斯琴今年春天在渾善達克沙地中的湖泊中第一次看到了鴛鴦。“這兩年，沙地里植被越來越密，野生動物種類明顯增多。”他說。

　　“面對堅決打贏渾善達克沙地殲滅戰(zhàn)的重大使命，我們不斷完善工作思路，優(yōu)化技術路線，確保高質量完成各項任務，為筑牢我國北方重要生態(tài)安全屏障貢獻錫林郭勒力量。”錫林郭勒盟盟長郭玉峰說。

　　創(chuàng)新賦能生態(tài)治理

　　渾善達克沙地殲滅戰(zhàn)中，從治沙模式到治沙技術，一個個創(chuàng)新措施輪番上演，提升防沙治沙效率。

　　治沙機制上，打破以往“企業(yè)干、農(nóng)牧民看”的傳統(tǒng)治沙模式，探索實施讓農(nóng)牧民參與生態(tài)建設的“以工代賑”治沙模式，確定“誰的草場誰申請、誰治理、誰管護、誰受益”的原則，推動生態(tài)改善和牧民增收雙贏。

　　在正鑲白旗草原上一間碩大的棚子里，穿著工裝的十幾名牧民，熟練地操控設備，將灌木切割打捆，為插沙障做準備。他們都是附近牧民，也是正鑲白旗巴彥敖包畜牧業(yè)專業(yè)合作社的工人。這個由6戶牧民專為治沙而成立的牧民合作社已為附近50余名農(nóng)牧民提供就業(yè)崗位。

　　“在渾善達克沙地殲滅戰(zhàn)中，附近牧民的草場被納入圍封禁牧范圍。妥善處理掉牛羊后，他們能獲得自家草原的圍欄封育和管護補貼金，還能打工或承接項目賺取務工費用。”合作社負責人趙臣說，合作社承接了插沙障、做圍欄、補播等治沙項目，參與的牧民一天工資300元，實現(xiàn)掙著工資治理自家牧場。

　　牧民畢力格圖也在治沙工程中分得一杯羹。今年初，他主動申請將牧場圍封禁牧，聯(lián)合附近5戶牧民成立治沙合作社，用賣掉牛羊的30多萬元購買設備，承接包括治理自家退化草場在內的固沙項目。

　　如今他比過去放羊牧牛還忙碌。他家房后，新購進的3臺設備運轉不停，將干稻草加工成一捆捆稻草簾。這些稻草簾被運往沙地深處，成為防沙固沙的一排排草方格。

　　“‘以工代賑’模式，讓沙地披綠，助百姓增收。”蘇尼特右旗委書記陳玉成說，牧民就近生產(chǎn)治沙物料，降低運輸成本，提升治沙效率。這一模式還在一定程度上解決了生態(tài)治理中牧民生活保障問題。

　　在錫林郭勒盟，2024年有137個農(nóng)牧民合作社參與沙地治理，承擔的建設任務占工程總任務的70%以上，帶動農(nóng)牧民6000多人，人均增收約1.2萬元。

　　治沙方式上，將科技融入沙地治理，過去眾人背苗扛水的“人海戰(zhàn)術”，如今正在變成“機械會戰(zhàn)”。

　　茫茫的渾善達克沙地上，十多名駕駛員各自操控著沙障播種一體機，并排緩緩行駛。這些機械在鋪設沙障的同時，播下了草籽。不遠處，幾臺多鉆頭灌木打孔機快速鉆出樹苗孔位……

　　“過去鋪設沙障是一道工序，播種草籽是一道工序，需要人工作業(yè)兩次，如今沙障播種一體機把它們合二為一。多鉆頭灌木打孔機代替人工打孔，效率明顯提高。”設備研發(fā)機構蒙草智能裝備研究院院長王磊說，利用這些智能設備，通過“邊整地邊栽植”的方式，作業(yè)效率能達到人工的20倍以上。

　　蘇尼特右旗烏日根塔拉鎮(zhèn)治沙現(xiàn)場，在高低錯落的沙丘間，牽引式沙障車行動自如、大顯身手，所過之處將草簾整齊扎進沙土。這臺牽引式沙障車根據(jù)當?shù)貧夂蚝偷匦翁攸c研發(fā)，能夠在復雜的沙地環(huán)境中快速鋪設草沙障。“相對于人工治沙，這臺車效率提升約50倍。”內蒙古嘉利節(jié)水灌溉有限責任公司車間主任高建說。

　　配備北斗導航和無人駕駛技術的大型拖拉機由電腦“指哪去哪”，改裝六驅翻斗車和六驅拋肥車翻沙丘、越障坡，因地制宜的草種配比讓治沙更加科學精準……一項項科技“突圍”和創(chuàng)新應用，讓沙地治理效率明顯提升。

　　資金投入上，創(chuàng)新資金籌集模式，緩解治沙資金壓力。錫林郭勒盟防沙治沙和風電光伏一體化工程采取政府主導、企業(yè)出資的治沙模式，2024年當?shù)?家新能源企業(yè)按照能源指標繳納異地治沙資金11億元，在內蒙古率先落實異地治沙資金。

　　正鑲白旗烏日雅圖嘎查治沙項目區(qū)，2024年6月啟動治理工程，9月就圓滿完成治沙任務。這樣的治沙速度，與防沙治沙和風電光伏一體化治理工程創(chuàng)新資金來源方式分不開。

　　“在我們治沙區(qū)里看不到風電光伏等新能源項目，但治沙資金來自新能源企業(yè)。”當?shù)啬撩穸既蔬_來說。

　　制度護航荒漠化防治

　　防沙治沙“三分治、七分管”。在渾善達克沙地殲滅戰(zhàn)中，日漸完善的制度和法規(guī)，為鞏固治沙效果保駕護航。

　　草原“帶薪休假”，促進牧草生長。在錫林郭勒草原上，春節(jié)一過，牧民們就開始為春季休牧做起準備，修整牲畜棚舍、做好飼草儲備、調試飼料加工設備……到4月1日，牛羊回到棚舍圈養(yǎng)，2.2億畝草原開始一年一度為期45天的休牧期，等待草原返青。

　　春季休牧政策在錫林郭勒草原已實施多年。春季是草原牧草返青期，春季休牧可以有效減少牲畜對牧草的啃食、踩踏，有利于牧草充分返青及后續(xù)生長，提高牧草產(chǎn)量，對草原起到保護作用。在至少45天的休牧期中，休牧的牧戶將得到每畝草場1.125元的補貼，用于購買飼草料。

　　嚴打毀林毀草，確保治理成果。生態(tài)治理最忌邊治邊毀。今年內蒙古啟動毀林毀草違規(guī)違法行為集中整治行動，鞏固“三北”工程攻堅戰(zhàn)取得的成果。目前，內蒙古各地公安部門破獲毀林毀草刑事案件641起，采取強制措施685人，查處行政案件957起，行政處罰957人，形成打擊遏制毀林毀草行為的強大聲勢。

　　在渾善達克沙地核心區(qū)正藍旗，閆某某因非法開墾88畝林地和118畝草原，被判處有期徒刑六個月，緩刑1年，并處罰金1萬元。近日，這一案件作為錫林郭勒盟毀林毀草典型案例被公開通報，發(fā)揮警示震懾作用。

　　“內蒙古一方面加強防范，堅持人防技防相結合，廣泛動員干部群眾參與，利用衛(wèi)星遙感、無人機巡查等手段，構建起監(jiān)測、預警的‘天羅地網(wǎng)’。另一方面嚴厲打擊，切實加大對毀林毀草頂風作案、開墾占用面積大、影響惡劣的違法行為打擊力度。”內蒙古自治區(qū)林業(yè)和草原局副局長武國慶說。

　　實施草畜平衡，解決草原“過牧”。內蒙古核算牧民草場面積，算出能夠承載的牲畜頭數(shù)，以草定畜，合理養(yǎng)畜，實現(xiàn)草原生態(tài)良性循環(huán)。

　　在正鑲白旗烏蘭察布蘇木，12畝草原只能養(yǎng)一只羊。牧民新巴雅爾嚴格按照標準，在3200畝草原上放養(yǎng)110只察哈爾羊。這樣，他將獲得每年每畝3元的草畜平衡補獎資金，如果超出草畜平衡標準，1只羊罰款120元，超10%將被取消補獎資金。

　　“推動產(chǎn)業(yè)升級、減少放牧規(guī)模是解決草原‘過牧’的關鍵。”正鑲白旗委書記額爾德尼說，政府正引導牧民推進畜牧業(yè)轉型升級，既保證收入穩(wěn)中有增，又保障草原休養(yǎng)生息。

　　新巴雅爾家養(yǎng)的察哈爾羊是正鑲白旗為畜牧業(yè)轉型升級而推廣的新品種。這一內蒙古細毛羊與德國美利奴羊雜交的肉羊品種，不僅保留著草原羊肉質鮮美的特點，而且生雙胞胎羊羔的概率高。

　　“現(xiàn)在養(yǎng)羊的頭數(shù)減少了，但收入沒有減少。”他說，這個品種的羊產(chǎn)肉量、雙羔率更高，賣一只羊羔就能賺回飼養(yǎng)成本，另一只羊羔是純收入。如此一來，既實現(xiàn)了經(jīng)濟上的穩(wěn)定收益，又為生態(tài)保護貢獻了力量。
