北京大學國家發展研究院教授李玲李玲稱，醫生的收入如果從醫保報銷來，可能開500元的藥才能掙100元；現在直接把100元給醫生作為收入，也就不用給患者開那么多的藥，這樣可以減少中間流通環節的錢，還能保障醫生的體面收入。她提到三明醫改，三明醫生的收入是3-5倍的平均工資，2022年三明最好的醫生拿到80萬，縣委書記也就十幾二十萬。
