中心老城區建設主要位于解放大道與西合路交叉口、幸福路與衡祁路交叉口、107國道與望城路交叉口共3個排水防澇點。
蒸水以北區域建設主要位于華源片區、五一片區和松木片區；
二環東路以東片區建設主要位于船山東路片區、衡州大道片區和雁城路片區等。
