6月15日凌晨，廣東茂名信宜市貴子鎮(zhèn)中和村上演了一場(chǎng)“驚心動(dòng)魄”的轉(zhuǎn)移。

　　0時(shí)42分，村干部劉名芳發(fā)現(xiàn)混雜著碎石的黃泥水，隨即上報(bào)險(xiǎn)情；0時(shí)47分，鎮(zhèn)村黨員干部來(lái)到現(xiàn)場(chǎng)，挨家挨戶敲門(mén)轉(zhuǎn)移群眾；3時(shí)許，25戶57名村民全部安全轉(zhuǎn)移；4時(shí)許，約5000立方米土石傾瀉而下，近半個(gè)村莊遭受沖擊，所有村民安然無(wú)恙。

　　村干部凌晨“教科書(shū)式”預(yù)警

　　6月14日，今年第1號(hào)臺(tái)風(fēng)“蝴蝶”在廣東雷州二次登陸后，進(jìn)入了茂名化州境內(nèi)。

　　臺(tái)風(fēng)裹挾著大量降水而來(lái)。晚上7點(diǎn)15分，信宜市氣象臺(tái)將全市暴雨橙色預(yù)警信號(hào)升級(jí)為紅色。當(dāng)?shù)貧庀缶趾蛻?yīng)急管理局多次發(fā)布提醒，加強(qiáng)防御強(qiáng)降水、山洪和地質(zhì)災(zāi)害。

　　15日凌晨0時(shí)許，信宜市貴子鎮(zhèn)中和村干部劉名芳巡查聯(lián)二自然村時(shí)，發(fā)現(xiàn)道路水溝涌出大量裹挾著碎石的黃泥水。

　　“我頭腦一驚，這個(gè)情況不對(duì)勁！”劉名芳說(shuō)，以往下暴雨的時(shí)候，水沒(méi)有那么黃，也沒(méi)有小石頭混在一起，“肯定和泥石流或者山體滑坡有關(guān)”。在日常工作中，她曾經(jīng)學(xué)習(xí)過(guò)如何判斷自然災(zāi)害，平時(shí)也向村民宣傳科普過(guò)避險(xiǎn)知識(shí)，這讓她迅速做出上報(bào)險(xiǎn)情的決斷。

　　“我首先打電話給村支書(shū)研判，告訴他情況和我們?nèi)粘Ｅ嘤?xùn)講到的很像。這要么是山體滑坡、要么就是泥石流了。”劉名芳說(shuō)。

　　5分鐘后，駐村的貴子鎮(zhèn)副鎮(zhèn)長(zhǎng)劉春華與村黨支部書(shū)記曹木生來(lái)到現(xiàn)場(chǎng)，立刻發(fā)現(xiàn)了異常。“聯(lián)二村后面恰恰就是一座石頭山，我們立刻警覺(jué)起來(lái)。加上之前預(yù)報(bào)那天降雨量可能會(huì)達(dá)到500毫升，屬于很多年一遇的程度。”劉春華說(shuō)。

　　“這里存在山體滑坡重大風(fēng)險(xiǎn)。”幾人得出了一致的結(jié)論，隨即啟動(dòng)緊急應(yīng)急機(jī)制，馬上轉(zhuǎn)移村民。

　　敲鑼、拍門(mén)……挨家挨戶轉(zhuǎn)移村民

　　信宜市貴子鎮(zhèn)位于粵桂交界的云開(kāi)山脈，地形以丘陵、高山為主。根據(jù)茂名市氣象臺(tái)數(shù)據(jù)顯示，15日凌晨2點(diǎn)至5點(diǎn)的3個(gè)小時(shí)里，茂名市的最大降水出現(xiàn)在貴子鎮(zhèn)，雨量達(dá)129.5毫米。

　　0點(diǎn)58分，20多名鎮(zhèn)村干部集結(jié)完成，分左、中、右三支隊(duì)伍進(jìn)入聯(lián)一、聯(lián)二等自然村。瓢潑大雨里，他們采取手搖報(bào)警器、敲銅鑼、逐戶拍門(mén)等方式，組織村民轉(zhuǎn)移。

　　“什么都不要拿，拿什么都不比命重要！”臺(tái)風(fēng)到來(lái)前，村里已經(jīng)對(duì)村民做了多次防災(zāi)宣傳，大家聽(tīng)到轉(zhuǎn)移通知就立刻行動(dòng)起來(lái)，紛紛趕往村委會(huì)安置點(diǎn)。

　　回想起那天的經(jīng)歷，村民曹作鋒仍有些后怕：“當(dāng)時(shí)我在睡覺(jué)，村里一點(diǎn)多給我打了兩個(gè)電話都沒(méi)接著，兩點(diǎn)多劉名芳赤著腳來(lái)敲門(mén)，讓我們轉(zhuǎn)移到村委。我們一看水已經(jīng)漫到了路上，就趕緊走。”

　　“一開(kāi)始大家都是穿著雨衣、水鞋。有一戶人家泥過(guò)了小腿，水鞋陷在泥里，我一著急就把鞋脫了，光著腳去敲門(mén)。”劉名芳說(shuō)。

　　中和村聯(lián)一、聯(lián)二村的村民以老人、小孩為主。劉春華說(shuō)，有的老人家腿腳不方便、走不動(dòng)路，村干部就背起老人，冒雨轉(zhuǎn)移到600米外的村委會(huì)。在暴雨中，一股股夾雜著石塊的泥水繼續(xù)涌向地面，“必須抓緊時(shí)間轉(zhuǎn)移。”

　　凌晨3時(shí)許，經(jīng)過(guò)2個(gè)小時(shí)奮戰(zhàn)，聯(lián)一、聯(lián)二、田寮三個(gè)自然村的25戶57名村民全部安全轉(zhuǎn)移至中和村委會(huì)安置點(diǎn)。

　　5000立方米山體滑坡實(shí)現(xiàn)零傷亡

　　凌晨4時(shí)許，聯(lián)二村山體轟然滑坡，暴雨中約5000立方米土石傾瀉而下。

　　“轉(zhuǎn)移之后沒(méi)多久，坍塌的恐怖聲音就來(lái)了。我們又害怕、又慶幸。”曹木生說(shuō)，他當(dāng)時(shí)正在塌方點(diǎn)附近，大家都聽(tīng)到一陣陣巨大的沉悶響聲，沒(méi)想到滑坡真的發(fā)生了。

　　一些村民告訴記者，清晨看到原本綠色的山坡，已經(jīng)變得光禿禿。“直到天亮，大家才發(fā)現(xiàn)滑坡的破壞力這么大，仿佛山坡被切開(kāi)了一個(gè)口子。”

　　“在村里生活了六十年，之前有過(guò)小滑坡，但從來(lái)沒(méi)有那么嚴(yán)重的，想想還是很后怕。”曹作鋒說(shuō)。

　　記者17日在現(xiàn)場(chǎng)看到，樹(shù)木被沖刷而下，山體留下一道泥土的黃色印記，村里數(shù)十幢房屋仍在黃泥當(dāng)中，部分低矮的瓦房被黃泥完全覆蓋。據(jù)初步估計(jì)，共有35間房屋受損。

　　天亮后，隨著臺(tái)風(fēng)“蝴蝶”影響逐漸減弱，雨勢(shì)轉(zhuǎn)小，信宜市氣象臺(tái)于15日9時(shí)3分將暴雨紅色預(yù)警信號(hào)降為黃色。

　　這一夜，全體村民安然無(wú)恙，平安躲過(guò)山體滑坡。

　　當(dāng)日上午，轉(zhuǎn)移居民在集中護(hù)送下，先后轉(zhuǎn)至安置條件更好的貴子鎮(zhèn)中伙小學(xué)、秋風(fēng)根小學(xué)，當(dāng)?shù)爻闪⒐ぷ鹘M保障基本生活所需。同時(shí)擴(kuò)大排查范圍，增加轉(zhuǎn)移了4戶6名村民，轉(zhuǎn)移安置村民累計(jì)29戶63名。

　　記者在秋風(fēng)根小學(xué)安置點(diǎn)看到，村民搭起了簡(jiǎn)便床，生活井然有序。截至17日晚上，茂名信宜的降雨仍在持續(xù)，相關(guān)部門(mén)研判仍有發(fā)生災(zāi)害的可能。剛剛結(jié)束了一場(chǎng)“大戰(zhàn)”的劉名芳和其他村鎮(zhèn)干部，又投入到服務(wù)轉(zhuǎn)移群眾需求、防范次生災(zāi)害的工作中。
