記者從吉林省水利廳獲悉，7月20日至21日，鴨綠江流域出現強降雨過程，小新開河、葦沙河、大羅圈河等河流發生超保洪水，預計7月21日至22日強降雨過程仍將持續。依據《吉林省水利廳水旱災害防御應急預案》，吉林省決定于7月21日12時啟動水旱災害防御Ⅳ級應急響應。
