Xiaoshan, Hangzhou: Digital Intelligence-Based Governance Builds Eco-Friendly Future

今年以來，杭州蕭山區多措并舉讓水生態環境持續向好，一幅岸綠水清的新畫卷正生動鋪展。根據蕭山農業農村局數據顯示，截至目前，蕭山區已出動600余人次，開展跨區域流域共治活動55次，整治河岸臟亂點1.4萬個，查處11起違法案件，11個區控及以上斷面水質均已達標，飲用水源地水質達標率100%。

Xiaoshan District in Hangzhou is realizing continuous improvement in its water ecological environment through multiple initiatives this year, vividly unfolding a new landscape of verdant banks and clear waters. According to data from the Xiaoshan Agriculture and Rural Affairs Bureau, up to now, the district has mobilized over 600 personnel for relevant tasks, including conducting 55 cross-regional watershed co-governance activities. Efforts have addressed 14,000 instances of unsightly and disorderly riverbank points and cracked down on 11 illegal cases. Notably, water quality at all 11 district-controlled and higher monitoring sections has met standards, with the compliance rate for drinking water sources reaching 100%.

Guided by the river and lake chief mechanism, a management system where officials are designated as river chiefs, Xiaoshan is implementing a combined strategy featuring targeted enforcement, digital water management and long-term maintenance.

專項執法行動聚焦非法捕撈及河道障礙物，建立“巡查發現—即時通報—限期整改—跟蹤復核”閉環機制，為河道行洪與生態安全筑牢防線。

Special law enforcement operations target illegal fishing and river obstructions, establishing a closed-loop system of "inspection-discovery, instant notification, time-bound rectification, and follow-up verification" to fortify defenses for flood discharge and ecological safety.

數字賦能讓管護更精準高效。無人機、無人船等“電子哨兵”全天候值守，區級智慧治水平臺實現鎮級以上河道及四大管網一屏展現，助力全域水環境質量邁上新臺階。

Digital empowerment enables accurate and efficient management. "Electronic sentinels" such as drones and unmanned boats maintain round-the-clock surveillance, while the district-level smart water management platform integrates real-time monitoring of town-level and larger rivers plus four major pipe networks onto a single screen, driving the region’s overall water quality to new heights.

全民參與氛圍日益濃厚。通過“考核+激勵”機制將治理成效與鎮街生態補償資金掛鉤，蕭山區聯動120名“民間河長”、志愿者等力量，發放宣傳折頁5000余份，連續多年的增殖放流活動更推動違法者向保護者轉變，共同繪就岸綠水清新畫卷。

Citizen participation reaches new heights. Through a "performance evaluation-incentive" mechanism linking governance outcomes to ecological compensation funds for towns and subdistricts, Xiaoshan has mobilized 120 "civilian river chiefs," volunteers, and other stakeholders, distributing over 5,000 informational leaflets. Years of consistent fish stocking programs have even transformed former offenders into protectors, joining hands to craft the vibrant landscape of green shores and clear waters.
