三沙市成立于 2012 年，是我國地理位置最南、總面積最大（含海域）、陸地面積最小且人口最少的地級市，管轄西沙群島、中沙群島、南沙群島的島礁及其海域，市政府駐地位于西沙群島的永興島。
作為海南省的地級市，三沙市在行政區劃上由海南省統一管理，承擔著維護國家主權、海洋權益，以及轄區內經濟社會發展、民生保障等職能。
