從衛(wèi)星俯瞰江蘇鹽城海濱，亞洲最大的海岸濕地——黃海濕地呈扇形匍匐伸展，漸漸沒入黃海的滾滾波濤。千百萬年河流匯海，為候鳥南來北往的生命之旅提供了這片寶貴的休憩地。2019年，位于黃海濕地的中國黃（渤）海候鳥棲息地（第一期）被聯(lián)合國教科文組織列入《世界遺產(chǎn)名錄》，是全國首個濱海濕地類世界自然遺產(chǎn)。

　　作為中國黃（渤）海候鳥棲息地（第一期）核心區(qū)域的東臺條子泥濕地基于自然開展生態(tài)修復，為全球濱海濕地保護貢獻范例。伴隨美麗海灣保護與建設(shè)，“觀鳥經(jīng)濟”持續(xù)升溫，濕地生態(tài)旅游產(chǎn)業(yè)加速發(fā)展。守護濕地生態(tài)的同時，海上風電等高新產(chǎn)業(yè)推動鹽城高質(zhì)量發(fā)展。生態(tài)保護帶來的國際聲望轉(zhuǎn)化為助益國際生態(tài)互助、發(fā)展互通、文明互鑒的力量。

　　飛鳥換羽 濕地新生

　　夏日清晨，鹽城東臺條子泥濕地泛起粼粼波光。一群身著迷彩服的觀鳥愛好者腳踩膠靴踏入灘涂。他們的鏡頭中不時掠過一抹靈動身影——全球僅存400余只（成鳥）的極危物種勺嘴鷸，正用湯匙狀的喙在泥沙中翻找食物。

　　“眼下是一年一度的候鳥回遷高峰期，從南部越冬地奔赴北方繁殖地的‘小勺子’大軍，已經(jīng)習慣了將條子泥作為‘加油站’，在這里停歇覓食、補充能量。”談起勺嘴鷸的遷飛習性，鹽城市觀鳥協(xié)會副理事長李東明如數(shù)家珍。觀鳥、拍鳥十幾年，他已是鳥類專家，“這些勺嘴鷸的黃色腳環(huán)是俄羅斯遠東沿海的鳥類學者裝上的，那里是勺嘴鷸的故鄉(xiāng)。”李東明指著他拍攝的照片說，勺嘴鷸作為遷徙候鳥中的旗艦物種，每年春秋兩季都會經(jīng)停條子泥濕地。

　　美麗的條子泥濕地曾因人類生產(chǎn)活動而陷入危機，成為全球九大候鳥遷徙通道之一——東亞-澳大利西亞候鳥遷徙路線上的堵點。長期產(chǎn)業(yè)開發(fā)和工業(yè)生產(chǎn)讓這里的生態(tài)環(huán)境遭受巨大壓力。此外還有自然界的威脅——1979年引入我國用于保灘護岸的外來物種互花米草，曾在沿海灘涂泛濫成災(zāi)，侵占鳥類棲息地，甚至造成“草長人退”。

　　面對生態(tài)預警，鹽城統(tǒng)籌劃定“三區(qū)三線”，打響污染防治攻堅戰(zhàn)，開展生態(tài)修復工程。包括修編生態(tài)文明建設(shè)規(guī)劃；提出基于自然的解決方案修復生態(tài)；放棄百萬畝灘涂圍墾，建立生態(tài)公園，除治互花米草；在海上風電通道建設(shè)中，以電纜隧道代替常用的架空線路，為候鳥“生命通道”讓路等，以此守護生靈樂土。

　　在條子泥濕地，東臺在離候鳥覓食區(qū)最近的區(qū)域通過微地形改造、濕地修復、環(huán)境整治，打造了720畝高潮位候鳥棲息地，供候鳥在海水漲潮時落腳歇息。“生態(tài)工程師還在這里設(shè)計了多級水位調(diào)節(jié)系統(tǒng)，模擬自然潮汐節(jié)律，為鸻鷸類候鳥保留淺水區(qū)。”北京林業(yè)大學生態(tài)與自然保護學院副教授賈亦飛介紹，基于自然的生態(tài)修復方案使小青腳鷸種群從幾年前不足1000只增至2024年的2440只。近年來，在條子泥濕地觀測到的勺嘴鷸最高紀錄達224只，這里成為全球濱海濕地保護典范。

　　科學界普遍認為，如果一個地方的生態(tài)環(huán)境得到勺嘴鷸認可，意味著全世界有超過140種鳥類適合在那里生存。如今，東方白鸛、黑嘴鷗、黑腹濱鷸等珍稀鳥類頻繁造訪條子泥濕地。一些候鳥甚至在此安家成為“留鳥”。

　　4月，丹頂鶴漫步鹽城市區(qū)，一場從容悠閑的“citywalk”畫面刷屏網(wǎng)絡(luò)。這場意外邂逅展現(xiàn)了城市生態(tài)之美。在鹽城，“追鳥”成為都市人群新時尚。

　　“春天搶拍‘自帶干飯工具’的勺嘴鷸，夏天是黑嘴鷗繁殖季，秋天鹽蒿草染紅濕地，冬天與火烈鳥不期而遇……”條子泥濕地景區(qū)工作人員說，十年前帶團時，游客常問“哪里能挖到泥螺”，如今生態(tài)越來越好，大多數(shù)游客會問“哪里能拍到勺嘴鷸”。

　　“原來只有零星的觀鳥愛好者前來，現(xiàn)在看鳥的人多了，以濕地觀鳥、親近自然為主線的生態(tài)研學游、親子游也持續(xù)火爆。還有眾多國外觀鳥愛好者遠道而來，成為長三角入境游重點目的地之一。”觀鳥愛好者丁建明曾是一名社區(qū)工作者，如今是條子泥濕地的職業(yè)“鳥導”。

　　弶港鎮(zhèn)巴斗村是緊鄰條子泥的小漁村，遠觀海天一色，近看鳥浪如潮。沿街而立的別致小樓外墻上，海鳥、貝殼、帆船等卡通形象描摹著這個濱海小漁村的蝶變：響應(yīng)退漁還濕，培育“觀鳥經(jīng)濟”，漁民從賣海鮮走向“賣海景”。

　　早餐廳變身觀鳥沙龍，床頭臺燈被做成別致的飛鳥造型，巴斗村“聽海民宿”主理人李秀芹將一間破敗的海邊旅館改造成觀鳥主題驛站，走上“民宿+觀鳥”的特色發(fā)展之路。年少離鄉(xiāng)打拼的祁蘭芳回村二次創(chuàng)業(yè)，開辦起“巴斗漁娘”飯店，她感慨，候鳥扇動翅膀飛向遠方，也讓籍籍無名的小漁村走出深閨。

　　加快推出觀鳥、趕海、康養(yǎng)等一批特色產(chǎn)品，打造麋鹿、丹頂鶴、勺嘴鷸濕地“吉祥三寶”IP……鹽城以產(chǎn)業(yè)思維布局全域文旅發(fā)展，打造濱海生態(tài)旅游廊道，將條子泥濕地公園、黃海國家森林公園、中華麋鹿園、丹頂鶴濕地生態(tài)旅游區(qū)等景點串珠成鏈，綠水青山的“生態(tài)顏值”加速轉(zhuǎn)化為金山銀山的經(jīng)濟價值。

　　向海而興的不僅是文旅產(chǎn)業(yè)。鹽城坐擁江蘇最長海岸線和最大海域面積，近海100米高度年平均風速超過7.6米/秒，年均光照時間超2000小時。這里可供開發(fā)的海上風電和光伏資源相當于3個三峽電站，發(fā)展新能源潛力巨大。驅(qū)車穿行在鹽城綿長的海岸線上，黃海之風驅(qū)浪而來，百米高的白色風機群隨風轉(zhuǎn)動。不遠處的潮間帶上，百萬塊光伏板鋪就的“藍色海洋”與灘涂濕地相映成趣，源源輸出點亮長三角城市群的綠色能量……動靜之間，鹽城海上風電和光伏發(fā)電完成從自然律動到工業(yè)脈動的轉(zhuǎn)換，讓這座城市以千萬千瓦級新能源裝機容量穩(wěn)居長三角新能源發(fā)電量榜首。

　　目前，鹽城海上風電整機產(chǎn)能占全國40%以上，葉片產(chǎn)能約占全國20%，海上風電裝備綜合產(chǎn)能居全國城市第一位。通威太陽能科技鹽城基地成為全球光伏行業(yè)單體規(guī)模最大的組件基地，與天合光能、阿特斯、協(xié)鑫等龍頭企業(yè)共同構(gòu)成光伏產(chǎn)業(yè)集群。

　　沐風逐光，同時拓鏈氫儲。“結(jié)合自身風光資源充足、生態(tài)家底厚實等優(yōu)勢精準招商，發(fā)揮龍頭企業(yè)落地后的牽引聚合效應(yīng)，鍛造‘拆不散、帶不走’的戰(zhàn)略性新興產(chǎn)業(yè)集群。”鹽城市發(fā)改委相關(guān)負責人介紹，以風電、光伏兩大產(chǎn)業(yè)為地標，鹽城不斷拓展新能源產(chǎn)業(yè)賽道，增強綠色能源多元供給，瞄準氫能、新一代高效太陽能電池、新型儲能三大未來產(chǎn)業(yè)，打造“風光氫儲”一體化發(fā)展格局。

　　羽翼無疆 命運與共

　　候鳥振翅，劃出跨越國界的生態(tài)保護航跡，也牽動著綠色發(fā)展的合作經(jīng)緯。當下，鹽城正將世界自然遺產(chǎn)保護積累的國際聲望轉(zhuǎn)化為新能源產(chǎn)業(yè)跨國合作的戰(zhàn)略機遇，以生態(tài)贏得信任，用綠色撬動合作。

　　2019年7月5日，當?shù)?3屆世界遺產(chǎn)大會主席的槌聲在阿塞拜疆首都巴庫敲響，黃海之濱的鹽城迎來歷史性時刻——中國黃（渤）海候鳥棲息地（第一期）正式列入《世界遺產(chǎn)名錄》，成為中國第14個、江蘇第1個世界自然遺產(chǎn)，填補了我國濱海濕地世界自然遺產(chǎn)空白。

　　大會現(xiàn)場，鹽城遺產(chǎn)保護中心主任吳其江感慨不已，他手中200余萬字、近5000頁的中英文申遺材料，不僅承載著全球最大潮間帶濕地的生態(tài)密碼，更凝結(jié)著中國自然保護史上的“極限挑戰(zhàn)”——鹽城僅用兩年多便完成了世界自然保護聯(lián)盟要求的材料準備。

　　申遺成功后，鹽城探索世界自然遺產(chǎn)可持續(xù)發(fā)展新路徑，召開2023全球濱海論壇會議，形成的全球濱海生態(tài)保護和綠色低碳發(fā)展“鹽城共識”入選第三屆“一帶一路”國際合作高峰論壇多邊合作成果，深化與韓國慶北大學、英國皇家鳥類保護協(xié)會等單位的合作平臺建設(shè)，籌建瓦登海-黃海世界遺產(chǎn)聯(lián)絡(luò)合作機制等。“鹽城不僅保護當?shù)氐臐竦兀以谌珖酥寥蚍秶鷥?nèi)推動濱海濕地保護。”英國皇家鳥類保護協(xié)會首席政策官尼古拉·克羅克福德評價道。

　　生態(tài)合作與綠色產(chǎn)業(yè)合作并進。鹽城以建設(shè)世界海上風電之都為契機，拓展國際合作陣地，積極與法國、德國、丹麥、英國等國家開展風電、氫能等新能源產(chǎn)業(yè)合作，推動一批優(yōu)質(zhì)國際合作項目落地。在東臺北條子泥海域和竹根沙海域，125臺風機迎風起舞。中國首個中外合資海上風電項目——國家能源集團與法國電力集團合資建設(shè)的國華投資東臺50萬千瓦海上風電項目，年均發(fā)電量約11億度，可滿足近200萬居民年用電需求。位于鹽城大豐的中車株洲電機江蘇公司加快“走出去”步伐，成為國內(nèi)規(guī)模最大的風力發(fā)電機出口企業(yè)，累計出口額超65億元。

　　暮色中的條子泥濕地，晚霞為萬只歸巢的飛鳥鍍上金邊。在這片候鳥用翅膀丈量的熱土上，人類學會聆聽自然的密語，并將生態(tài)密碼轉(zhuǎn)化為文明對話與發(fā)展互促的通用語言。
