7月1日，美國政府在佛羅里達(dá)州新建的移民拘留設(shè)施“鱷魚惡魔島”正式啟用。美國總統(tǒng)特朗普當(dāng)天專程前去“剪彩”，以宣傳其政府對非法移民的“嚴(yán)打”政策。這所移民拘留設(shè)施引發(fā)輿論強(qiáng)烈批評。

US President Donald Trump on Tuesday toured the site of a new immigration detention center in South Florida that state officials are calling "Alligator Alcatraz".

“鱷魚惡魔島”今起啟用

這座移民拘留設(shè)施坐落于佛羅里達(dá)大沼澤地，以鱷魚和蟒蛇等爬行動物環(huán)伺而“聞名”。

7月1日出行前，特朗普在華盛頓接受媒體記者采訪時，還就“越獄”話題開起了玩笑：“如果他們越獄了，得知道怎么從鱷魚口中逃跑。如何逃跑呢？別跑直線，得像這么跑。你猜怎么著？逃跑成功幾率能高個1%左右。”

The controversial detention facility is at the Dade-Collier Training and Transition Airport in the Florida Everglades, which has its own runway in an environment known for its treacherous terrain and wildlife.

Before arriving, Trump even joked of migrants being held there, "We're going to teach them how to run away from an alligator if they escape prison."

"Don't run in a straight line. Run like this," Trump said, as he moved his hand in a zigzag motion. "And you know what? Your chances go up about 1 percent."

“鱷魚惡魔島”有5000個床位，所用到的鐵絲網(wǎng)長度達(dá)8500米，裝有200多個監(jiān)控?cái)z像頭，并配備了400多名安保人員。

從美國媒體拍攝的視頻中可以看到，擺放密集的上下鋪床位都被罩在鐵絲網(wǎng)里面。據(jù)美國官員估算，這座移民拘留設(shè)施每年的運(yùn)轉(zhuǎn)經(jīng)費(fèi)高達(dá)4.5億美元。

The facility will have up to several thousand beds to house, process and deport individuals who were in the country illegally. Florida officials say the site will have at least 200 security cameras, at least 28,000 feet of barbed wire, 400-plus security personnel, and 24/7 air conditioning.

此前一天，白宮新聞秘書萊維特在介紹這座移民拘留設(shè)施時表示，其選址荒僻、危險動物環(huán)繞，且只有一條路通向外界，意在震懾企圖逃跑的人。唯一的出路就是一張被遣返的單程機(jī)票。

特朗普說：“這里被稱為‘鱷魚惡魔島’非常貼切。我往外面看了看，我可一點(diǎn)都不想出去走走。很快這里就會關(guān)押一些最具威脅性的移民。”

"Pretty soon, this facility will handle the most menacing migrants, some of the most vicious people on the planet," Trump said of the Florida site known as "Alligator Alcatraz".

The president said the moniker is "very appropriate because I looked outside and that's not a place I want to go hiking anytime soon."

佛羅里達(dá)州總檢察長詹姆斯·烏特邁爾稱第一批移民定于周三晚上抵達(dá)。美國國土安全部部長諾姆則表示，移民可以自愿離開美國，以避免最終被送往此類拘留中心。

The first group of immigrants were scheduled to arrive Wednesday night at a new detention center, said Florida Republican Attorney General James Uthmeier.

Homeland Security Secretary Kristi Noem, who was also on the tour, said immigrants arriving to the site could still opt to "self-deport" and board flights to their home countries rather than being held in it.

美國政府給這座移民拘留設(shè)施取的非正式名稱——“鱷魚惡魔島”，得名于加利福尼亞州舊金山附近的“惡魔島”。“惡魔島”又名阿爾卡特拉斯島，在20世紀(jì)30年代至60年代是以條件極其惡劣、越獄難而“聞名”的重刑犯監(jiān)獄，關(guān)閉后被開發(fā)成旅游景點(diǎn)。多部知名電影以此地為原型或取景地，包括《肖申克的救贖》《勇闖奪命島》等。

“鱷魚惡魔島”遭多方抗議

“鱷魚惡魔島”自宣布建立以來，便招致廣泛批評。在7月1日移民拘留設(shè)施啟用當(dāng)天，佛羅里達(dá)州大量民眾舉行抗議活動，批評美國政府此舉不人道。

抗議者理查德直言：“建集中營是錯的，不經(jīng)過正當(dāng)程序就把人關(guān)起來是錯的。”

抗議者科斯納表示，許多社區(qū)成員“被從家里、從街上綁架，然后被關(guān)到這里。”

“第一，他們怎么能在颶風(fēng)季把5000人關(guān)在佛羅里達(dá)州的沼澤里？這是不人道的，會死人的。第二，從財(cái)政上來講太不負(fù)責(zé)任了。政府效率部趕緊來查一查，每年花4.5億美元為了什么？這根本毫無意義，太令人生氣了。”另一位抗議者塔尼婭激動地說。

佛羅里達(dá)州移民聯(lián)盟的發(fā)言人托馬斯·肯尼迪也表示擔(dān)憂：“在佛羅里達(dá)州的夏天，還是颶風(fēng)季，在大沼澤地的沼澤中央，一堆沒有充足基礎(chǔ)設(shè)施、沒有自來水的帳篷里關(guān)押移民，這實(shí)在是太可怕了。”

"There's no adequate running water or plumbing facilities. Uthmeier is out there saying we don't need to build brick and mortar because we'll just throw some tents up in the middle of the swamp, in July, in hurricane season, with the heat, no proper infrastructure and the mosquitoes," said Thomas Kennedy, spokesperson for the Florida Immigrant Coalition.

"It's designed to enact suffering."

該移民拘留設(shè)施也遭到了當(dāng)?shù)卦∶竦姆磳ΑＣ卓铺K基印第安部落譴責(zé)政府在國家保護(hù)區(qū)將其祖先的土地用于拘留，并指出這與19世紀(jì)大規(guī)模逮捕和強(qiáng)制驅(qū)逐美洲原住民的情況相似。

"Donald Trump, his administration, and his enablers have made one thing brutally clear: they intend to use the power of government to kidnap, brutalize, starve, and harm every single immigrant they can," said Democratic Congressman Maxwell Frost.

美國國土安全部的官方社交賬號甚至發(fā)了一張圖片，一群鱷魚頭戴著“移民與海關(guān)執(zhí)法局”棒球帽，在高墻電網(wǎng)外面虎視眈眈。

還有人說，“現(xiàn)在是時候停止抓捕無證移民、別再盯著什么非法移民的犯罪問題了。事實(shí)是，并不是無證移民搶走了美國人的工作，而是他們填補(bǔ)了美國人都不愿意去做的工作。想想怎么做正確的事吧。”

"It is time to stop going after undocumented workers and focus on the criminal element of illegal immigrates. Truth is the undocumented workers are not taking jobs away from Americans, they are filling jobs Americans refuse to even apply for. Think about how to do the right thing."
