嘉賓簡介

克勞斯·拉雷斯在1983-1992年先后獲得德國科隆大學學士、碩士、博士學位，現任美國伍德羅·威爾遜中心全球歐洲與基辛格美中關系研究所研究員、美國北卡羅來納大學教堂山分校歷史與國際事務教授，曾任美國國會圖書館亨利·A·基辛格外交政策和國際關系講席教授，英國皇家歷史學會、國際戰略研究所和美國政治和社會科學院院士，德國駐北京大使館的高級政策顧問。他是當代美國和德國/歐盟對跨大西洋世界、中國和東南亞的外交、經濟和安全政策方面的專家。出版和參與編輯二十多本書籍，包括《不確定的盟友：尼克松、基辛格和聯合歐洲的威脅》(2022) ；《獨裁者與專制者：確保全球政治中的權力》（2022）；《21世紀的德美關系：脆弱的友誼》(2019)；《美國國務卿和跨大西洋的關系》(2010)等。

As a pivotal force in the international landscape, the EU faces unprecedented challenges in redefining its role. The transatlantic alliance remains fundamental with strong US-Europe consensus on values and security, while China’s rise brings both opportunities and competition in EU-China economic, technological, and global governance engagement. Whether the EU can transcend the "choosing sides" dilemma, safeguard unity and strategic autonomy, and leverage its unique "third force" role will profoundly shape the future global order. In view of this, the 17th session of the US Series Forum of Chongyang Institute for Financial Studies at Renmin University of China (RDCY) invites renowned German scholar Klaus Larres – Richard M Krasno Distinguished Professor of History & International Affairs at the University of North Carolina (UNC) at Chapel Hill and Global Europe & Kissinger China Institute Fellow at the Woodrow Wilson Center – to deliver a keynote speech at Renmin University of China on July 8, 2025. Klaus Larres received his BA, MA, and PhD from the University of Cologne (1983-1992). He currently serves as Global Europe & Kissinger China Institute Fellow at the Woodrow Wilson Center and Richard M Krasno Distinguished Professor of History & International Affairs at the University of North Carolina (UNC) at Chapel Hill. Formerly Henry A. Kissinger Chair at the Library of Congress and Senior Policy Advisor at the German Embassy in Beijing, he is a Fellow of the Royal Historical Society and International Institute for Strategic Studies. His expertise spans contemporary US-German/EU foreign, economic, and security policies toward the transatlantic region, China, and Southeast Asia. Key research areas include US/EU economic-security policies toward China and Southeast Asia; Transatlantic relations and European integration; 20th-century international history. Author/editor of 20+ books, including: Uncertain Allies: Nixon, Kissinger and the Threat of a United Europe (2022); German-American Relations in the 21st Century: A Fragile Friendship (2019); The U.S. Secretaries of State and Transatlantic Relations (2010).
