7月21日, 山西省運城市 稷山縣人民政府就“ 農(nóng)村新公廁只能看不能用 ”發(fā)布情況通報。
The Jishan county government in Shanxi province issued a statement on Monday addressing public complaints over newly built rural public toilets that were "only for show" and not open for use.
通報稱,7月20日晚,央視媒體對稷山縣農(nóng)村公廁未能正常開放公開報道后,稷山縣委縣政府高度重視,立即組織人員對媒體報道的情況進行實地核查,確實存在此類問題,情況屬實。
The statement came after a Sunday report exposing that many public toilets in rural Jishan were locked and inaccessible despite being constructed as part of a government initiative. Following the media coverage, the Jishan county Party committee and government immediately launched an on-site investigation and confirmed the issue. "The issues reported are verified to be true," the statement read.
對此,縣委縣政府立即組織召開專題會議,安排部署整改工作,對全縣農(nóng)村公廁使用管理情況進行全面排查,切實把資金、人員、制度等長效管理機制落實到位,確保農(nóng)村公用設(shè)施正常開放。同時縣紀委監(jiān)委對相關(guān)失職失責人員進行嚴肅追責問責。
The county has since organized emergency meetings to rectify the mismanagement, promising a full review of all rural public toilets to ensure proper funding, staffing, and maintenance systems. Additionally, the disciplinary commission will hold accountable those responsible for negligence.
據(jù)央視新聞報道,接到群眾舉報,山西省運城市稷山縣村里投入不少資金建成的新公廁,常年掛著鎖、關(guān)著門,成了村民口中“只好看不好用”的擺設(shè)。
帶著疑問,記者來到了運城市稷山縣進行調(diào)查。當?shù)夭簧俅迕裣蛴浾叻从常@兩年村里確實新建了公共廁所,看上去干凈整潔、設(shè)施也挺全,但村民們卻很少使用過,有的公廁,干脆一次都沒向村民開放過。
Earlier, villagers had complained that despite government investments, newly built toilets were kept locked, only opening for officials' visits or special events. Reporters found that while modern facilities stood unused, residents continued using foul-smelling, outdated latrines nearby.
順著村民的指引,記者看到了這些新建的公廁。而在這些大門緊鎖的嶄新公廁不到100米的地方,就是村民們?nèi)粘_€在使用的旱廁,刺鼻的異味撲面而來。當?shù)氐拇迕窀嬖V記者,新建的公共廁所都是不提供日常使用的,只有村里有活動或領(lǐng)導來視察的時候才會開放。
記者在“政府購買服務(wù)信息平臺”上查到,“稷山縣2023年農(nóng)村廁所革命整村推進財政獎補項目(新建公廁)合同公告”顯示,采購人為稷山縣農(nóng)業(yè)農(nóng)村局,合同金額230.28萬元,計劃新建23座公廁,資金來源于政府資金。
于是記者來到運城市稷山縣農(nóng)業(yè)農(nóng)村局,想找到這23座公廁究竟建在了哪些村子,卻沒有得到明確的答復。無奈之下,記者只能在稷山縣多個村鎮(zhèn)進行實地走訪。在稷山縣太陽鄉(xiāng)東里村黨群服務(wù)中心附近,有一座建成后從未開放的公廁。工作人員確認,這座公廁同樣屬于去年新建的23座之一。
Public records revealed that in 2023, the Jishan Agriculture Bureau spent around 2.3 million yuan to construct 23 public toilets across villages. However, when questioned, officials could not specify their locations.
村委會工作人員告訴記者,盡管這座公廁去年就已經(jīng)建成了,但始終都沒有對外開放,村民日常仍在使用露天旱廁。
當記者提出打開新建公共廁所的要求時,工作人員以沒有鑰匙為由拒絕了。
When reporters requested access, they were denied entry, with staff claiming they had "no keys".
這座公廁內(nèi)全新的設(shè)備一應(yīng)俱全,但因為使用公廁會產(chǎn)生不少費用,又擔心村民素質(zhì)不高帶來維護難題,所以村里繼續(xù)讓村民使用老舊旱廁。
A fully equipped facility with brand-new fixtures stood unused inside. Village officials admitted they keep it locked to avoid operational expenses and maintenance challenges, citing concerns about "potential misuse by villagers." As a result, residents continue using outdated, unsanitary pit latrines instead.
