針對加州非法移民日益泛濫，而加州執法當局輕忽其事，最近，特朗普總統調集了國民警衛隊來加州“加強執法”，導致聯邦政府和加州地方政府出現對峙。上上周五，加州“服務雇員國際聯盟”（Service Employees International Union 以下簡稱SEIU）的主席David Huerta在ICE(U.S. Immigration and Customs Enforcement，即美國移民和海關執法局)拘留中心門口被抓，又讓對峙升級。逮捕Huerta的過程充滿了肢體沖突（At one point in the chaotic scene, officers push Huerta and others to clear a path for an ICE vehicle. Huerta resists, then stumbles, falls, and appears to hit his head on a curb… He was reportedly pepper-sprayed, handcuffed, and taken to a hospital before being moved to the Metropolitan Detention Center.）前來聚集的民眾喊了許多草泥馬。隨后，在繳納了五萬美金的保釋金后，Huerta被保釋。

這里就來說說這個號稱擁有75萬成員的工會組織SEIU，這可是個了不得的工會，這么說吧，加州的各級政府雇員基本都是這個工會的成員。難怪州長紐森第一時間就出來為他站臺說Huerta “is a respected leader, patriot and advocate for working people. No one should ever be harmed for witnessing government action.” 洛杉磯市長也忙不迭應聲，去年敗選總統之戰的Kamala Harris也出來嗆聲，說特朗普是在“散布恐怖和分裂”（spread panic and division）。隨后，基本上所有工會組織都力挺Huerta。一時間，特朗普再度千夫所指。而Huerta成了保護那些貧窮、抱團取暖渴望自由的人們可憐人的依傍（the poor, the huddled masses yearning to breathe free.）

那么，這一情況的另一面是怎么樣呢？根據《紐約時報》的調查，在加州以及美國其他很多州，移民，不管是合法的還是非法的，已經壟斷了勞動力市場，尤其是服務業（the Times observed. “In California and many other parts of the country, immigrants — documented and undocumented — dominate the work force, especially in the service sector.）2018年，美國最高法院在Janus v. AFSCME一案中裁定，公共部門工會（union in public sector ）強制非會員雇員繳納“代理費”（Agency Fees）違憲，從那時起，SEIU的成員數量幾乎腰斬，成員減半，工會費同時銳減，于是SEIU就把目光放在了非法移民上，試圖招攬非法移民來重新充實腰包。在Huerta以及聲援他的呼聲中的那些所謂hard-working people，是不區分合法還是非法移民的。而SEIU，事實上成了縱容非法移民的幫兇，他們向非法移民收工會費，作為報答，他們為這些移民提供工作機會，甚至在打擊非法移民的執法中，充當這些非法移民的保護傘。

SEIU的另一手是，支持像Kamala Harris這樣的政客，2015年她還是加州總檢察長的時候，就與SEIU聲氣相通，來自后者的支持把她送入了美國參議院。在這一眾人的眼里，非法移民事實上是合法的，端看你從哪個角度看（illegal immigration is really quite legal if looked at properly.）

2018年1月加州通過了AB 450，即“移民工人保護法”（Immigrant Worker Protection Act）中，取消了合法和非法移民的區別！在這一法案中，甚至要求雇主在面對ICE執法時，給予員工24小時的提前通知。用人話翻譯一下就是，在警方出警前24小時就告知嫌犯，警察要來了！（California companies give their employees “written notice within 24 hours of the employer receiving notice of immigration worksite enforcement actions” and send that same information to the state labor commissioner.）同時，除非獲取州政府的允許，否則雇主禁止查驗雇員的公民證明，違者處25000美元罰款（ It prohibits employers from asking employees for proof of citizenship, unless they receive permission from the state. Failure to comply is punishable by civil penalties of up to $25,000 for each violation.）聽聽這一法案后面那些推動力量的聲音吧，感受一下美國白左的道德射頻--“In the face of anti-immigrant attacks and white nationalist hate, California has again made its mark as the standard-bearer of the true American Dream, one based on opportunity, inclusion, and respect,” …“The passage of SB 54 sends a clear message to our immigrant family members, neighbors, and co-workers: we will do everything in our power to defend you. Going to work to put food on the table, dropping your children off at school, or taking them to the doctor should not put you at risk of having your family forever ripped apart. This is basic human decency, and it is sad that we must fight for it, but we are — and we will continue to do so.” 就這樣，加州把自己變成了一個庇護州（sanctuary state），庇護什么？昭然若揭。

SEIU的觸角四處蔓延，對于還沒有工會的企業，如快餐行業(fast-food industry)，SEIU不遺余力地向它們撒出工會網；對于任何來自聯邦政府要求打擊非法移民的舉措，它們都設法拆解，比如派出偵查員，一旦獲知ICE的活動，就立刻發出警報；它們甚至對ICE成員進行人肉搜索，公布他們的個人信息（activist had doxed ICE agents — publishing their personal information on flyers posted throughout Los Angeles.）

1994年的時候，加州本有法案禁止將政府公帑灑向非法移民，克林頓當上總統后，這些法案黯然被廢。自此，加州開始敞開大門擁抱非法移民（Since then, California has opened wider the door to illegal immigrants）并為他們提供各種與合法移民相同的福利，包括Medicaid，以至于在今天，非法移民一詞都被改成了undocumented immigrant。

總結一下上述的關系鏈條，非法移民是工會發展的支柱，工會費對民主黨控制一個州至關重要，一旦民主黨當政，又反過來反哺工會和非法移民（Union dollars are essential to Democrats’ control of the state, and illegal immigration is central to union growth）。這就是為什么一個工會大佬的被捕會引發那么強的政治反響。
