6月15日凌晨，廣東茂名信宜市貴子鎮中和村上演了一場“驚心動魄”的轉移。

　　0時42分，村干部劉名芳發現混雜著碎石的黃泥水，隨即上報險情；0時47分，鎮村黨員干部來到現場，挨家挨戶敲門轉移群眾；3時許，25戶57名村民全部安全轉移；4時許，約5000立方米土石傾瀉而下，近半個村莊遭受沖擊，所有村民安然無恙。

　　村干部凌晨“教科書式”預警

　　6月14日，今年第1號臺風“蝴蝶”在廣東雷州二次登陸后，進入了茂名化州境內。

　　臺風裹挾著大量降水而來。晚上7點15分，信宜市氣象臺將全市暴雨橙色預警信號升級為紅色。當地氣象局和應急管理局多次發布提醒，加強防御強降水、山洪和地質災害。

　　15日凌晨0時許，信宜市貴子鎮中和村干部劉名芳巡查聯二自然村時，發現道路水溝涌出大量裹挾著碎石的黃泥水。

　　“我頭腦一驚，這個情況不對勁！”劉名芳說，以往下暴雨的時候，水沒有那么黃，也沒有小石頭混在一起，“肯定和泥石流或者山體滑坡有關”。在日常工作中，她曾經學習過如何判斷自然災害，平時也向村民宣傳科普過避險知識，這讓她迅速做出上報險情的決斷。

　　“我首先打電話給村支書研判，告訴他情況和我們日常培訓講到的很像。這要么是山體滑坡、要么就是泥石流了。”劉名芳說。

　　5分鐘后，駐村的貴子鎮副鎮長劉春華與村黨支部書記曹木生來到現場，立刻發現了異常。“聯二村后面恰恰就是一座石頭山，我們立刻警覺起來。加上之前預報那天降雨量可能會達到500毫升，屬于很多年一遇的程度。”劉春華說。

　　“這里存在山體滑坡重大風險。”幾人得出了一致的結論，隨即啟動緊急應急機制，馬上轉移村民。

　　敲鑼、拍門……挨家挨戶轉移村民

　　信宜市貴子鎮位于粵桂交界的云開山脈，地形以丘陵、高山為主。根據茂名市氣象臺數據顯示，15日凌晨2點至5點的3個小時里，茂名市的最大降水出現在貴子鎮，雨量達129.5毫米。

　　0點58分，20多名鎮村干部集結完成，分左、中、右三支隊伍進入聯一、聯二等自然村。瓢潑大雨里，他們采取手搖報警器、敲銅鑼、逐戶拍門等方式，組織村民轉移。

　　“什么都不要拿，拿什么都不比命重要！”臺風到來前，村里已經對村民做了多次防災宣傳，大家聽到轉移通知就立刻行動起來，紛紛趕往村委會安置點。

　　回想起那天的經歷，村民曹作鋒仍有些后怕：“當時我在睡覺，村里一點多給我打了兩個電話都沒接著，兩點多劉名芳赤著腳來敲門，讓我們轉移到村委。我們一看水已經漫到了路上，就趕緊走。”

　　“一開始大家都是穿著雨衣、水鞋。有一戶人家泥過了小腿，水鞋陷在泥里，我一著急就把鞋脫了，光著腳去敲門。”劉名芳說。

　　中和村聯一、聯二村的村民以老人、小孩為主。劉春華說，有的老人家腿腳不方便、走不動路，村干部就背起老人，冒雨轉移到600米外的村委會。在暴雨中，一股股夾雜著石塊的泥水繼續涌向地面，“必須抓緊時間轉移。”

　　凌晨3時許，經過2個小時奮戰，聯一、聯二、田寮三個自然村的25戶57名村民全部安全轉移至中和村委會安置點。

　　5000立方米山體滑坡實現零傷亡

　　凌晨4時許，聯二村山體轟然滑坡，暴雨中約5000立方米土石傾瀉而下。

　　“轉移之后沒多久，坍塌的恐怖聲音就來了。我們又害怕、又慶幸。”曹木生說，他當時正在塌方點附近，大家都聽到一陣陣巨大的沉悶響聲，沒想到滑坡真的發生了。

　　一些村民告訴記者，清晨看到原本綠色的山坡，已經變得光禿禿。“直到天亮，大家才發現滑坡的破壞力這么大，仿佛山坡被切開了一個口子。”

　　“在村里生活了六十年，之前有過小滑坡，但從來沒有那么嚴重的，想想還是很后怕。”曹作鋒說。

　　記者17日在現場看到，樹木被沖刷而下，山體留下一道泥土的黃色印記，村里數十幢房屋仍在黃泥當中，部分低矮的瓦房被黃泥完全覆蓋。據初步估計，共有35間房屋受損。

　　天亮后，隨著臺風“蝴蝶”影響逐漸減弱，雨勢轉小，信宜市氣象臺于15日9時3分將暴雨紅色預警信號降為黃色。

　　這一夜，全體村民安然無恙，平安躲過山體滑坡。

　　當日上午，轉移居民在集中護送下，先后轉至安置條件更好的貴子鎮中伙小學、秋風根小學，當地成立工作組保障基本生活所需。同時擴大排查范圍，增加轉移了4戶6名村民，轉移安置村民累計29戶63名。

　　記者在秋風根小學安置點看到，村民搭起了簡便床，生活井然有序。截至17日晚上，茂名信宜的降雨仍在持續，相關部門研判仍有發生災害的可能。剛剛結束了一場“大戰”的劉名芳和其他村鎮干部，又投入到服務轉移群眾需求、防范次生災害的工作中。
